Your role as Project Delivery Director (Owners Scope), reporting into the Chief Delivery Officer, is pivotal in providing leadership of a fit for purpose Project delivery and oversight capability, with specific accountability for delivery in relation to the Owners Scope of the SMR project.
You will establish and lead a Project delivery capability comprised of an internal (Intelligent Client (IC)) team. The Project IC capability will include a project management team who will be integrated with technical and commercial delivery roles to form a delivery team with responsibility for the Owners Scope of work including enabling works, site ancillaries, associated developments, site characterisation and permissions.
As a senior leader you will own and manage the integrated project schedule and ensure the capabilities within your project delivery team are what is required from day 1 of the SMR Project being established, including adherence to GBE-N policies and processes, reporting cadence, governance and assurance framework and cost controls.
Your expertise in Project delivery planning, project team building, and commercial/supplier management will enable you to successfully lead the TP project delivery team, mitigate risks, and drive successful project outcomes.
Establishing a First of a Kind (FOAK) SMR Project is new to the UK, and therefore as this is a fast-paced and exciting challenge, you will need to be comfortable with uncertainty, ambiguity and change.
Responsibilities:
* Establish and lead the project management team for the Owners Scope of the SMR Project, including ensuring all readiness arrangements are in place, working collaboratively with the GBE-N programme management office for the early phase management of the SMR.
* Develop, establish and manage policies and standards for all project management aspects of the SMR Project.
* Collaborate with the Project Controls team to develop comprehensive project baseline plans and manage delivery against those plans.
* Work with the Chief Delivery Officer, Commercial and Technical teams to ensure that we develop the optimum delivery structure and contracts to deliver the SMR projects.
* Leading up to the appointment of a Delivery Partner, develop the oversight arrangements required and, working with the Chief Delivery Officer and others, ensure that we have the appropriate organisational construct for an Integrated Project Team.
* In at least the early phases of the SMR Project, responsible for ensuring that the scope packages and enablement for all physical works are in place and driving the overall physical delivery from development through to completion.
* Manage and report against SMR Project cost, schedule and resourcing requirements, and ensure efficient utilisation of resources throughout the project lifecycle.
* Alongside the Project Director (TP Scope), identify and own the project management tools to be used in the SMR Project, working collaboratively with the Digital Delivery Director to deliver and embed the tools, ensuring they meet Project requirements.
* Provide comprehensive project status and reporting of all project activity relating to Owners Scope, including technical and commercial work, via the project PMO to Chief Delivery Officer/ the Project Exec team, Programme SRO and other stakeholders as necessary.
* Proactively identify and mitigate potential risks associated with the project, implementing effective risk mitigation strategies, escalating where necessary.
* Foster a culture of accountability and continuous improvement within the project team, encouraging innovation and seeking opportunities to optimise project delivery efficiency.
* Build strong relationships with internal and external stakeholders including supply chain partners, to ensure alignment and address their concerns throughout the project lifecycle.
* Interface with regulatory agencies in collaboration with the GBE-N regulatory interface team to ensure activities are planned and resourced to support project delivery.
* Manage and mentor project team members, fostering their professional development and technical expertise.
* In conjunction with our Safety & Compliance team, build Construction Management arrangements for whole site and offsite works to ensure compliance with all necessary. legislative requirements; ensure that all site delivery works are adhering to these standards.
* Capture knowledge and learning from the set-up of the SMR Project and share knowledge within GBN to inform a blueprint for the set-up of future Projects.
Knowledge, Skills and Experience required:
* Demonstrable leadership experience at a Senior Project / executive level on large construction projects.
* Proven track record of successfully establishing and leading project management capabilities, ideally within highly regulated industries.
* Experience of working in project alliance structures.
* Significant experience of managing supply chains using NEC 4 contracts is preferred.
* Experience of large scale construction projects including civil engineering and the integration of engineering design and construction.
* Solid understanding of CDM arrangements and Construction site set up.
* Strong analytical, problem-solving, and decision-making skills, with the ability to manage complex portfolio-level information and drive data-driven insights.
* Exceptional leadership and interpersonal skills, with the ability to build strong relationships, influence stakeholders at all levels, and coach a high-performing team.
* Possess a deep understanding of project management principles, methodologies (e.g., Agile, Waterfall, PRINCE2), and best practice, with a strong focus on their application.
* Knowledge of the nuclear industry's regulatory requirements relating to environmental permissions and consents.
* Experience of defining requirements and being the customer for implementing enterprise-level project management software, reporting tools, and performance dashboards.
* Experienced line manager with both direct line management experience and matrix experience; ability to drive deliverable output even when direct line management control not there, fostering a culture of excellence, collaboration, and professional development.
* Budgeting and financial management awareness and experience.
* Strong communication style, both verbal and written with significant experience in preparing and presenting content to senior stakeholders (GBE-N Board and cross Whitehall senior leaders).
* Familiarity with risk management frameworks and methodologies for identifying, assessing, and mitigating project risks.

* Degree in a related field or demonstrable professional experience
* Professional registration with a relevant association is desirable
