His Majesty's Coastguard (HM Coastguard, HMCG) is the operational arm of the Maritime and Coastguard Agency with responsibility for 6 key missions - Search and Rescue, Pollution Response, Vessel Traffic Management, Maritime Safety, Maritime Security and Emergency and Disaster management

The role holder is accountable to the Head of Infrastructure for the delivery and quality of designated Coastguard technical systems used to deliver the six key Coastguard missions, with specific responsibility for:

* Providing technical and professional recommendations, guidance and advice on the most effective use of the Coastguard technical systems to senior management and internal and external stakeholders as required in order to support operations;
* Leading the development of user requirements for future coastguard systems;
* For monitoring and implementation of coherent and consistent national procedures, processes, strategies and policies through expert contribution;
* HM Coastguard's adherence to and compliance with agreed national and international operational legislation, regulations, procedures, processes, rules and guidelines.

Job description


Your responsibilities would include, but aren't limited to:

* Supervise and monitor the operational use of current and future Coastguard technical systems in order to ensure high quality delivery.
* Apply specialist knowledge and provide expert advice in support of the execution of the Coastguard missions and assist MCA Technical Services and other MCA branches as and when.
* Act as senior user and business change manager during implementation of Coastguard technical systems functional system projects, chair and lead systems working groups to develop user requirements and develop, manage, and implement user acceptance testing for these systems.
* Maintain a detailed operational understanding of international and national resolutions, directives, legislation to ensure the UK meets its obligation.
* Represent the UK as a subject matter expert in working groups and in support at high level meetings with UK, European and international partners, authorities, stakeholders, and organisations to ensure that UK interests are properly represented and protected.
* Maintaining a high level of operational currency in the delivery of the key Coastguard missions to enable the provision of detailed advice, guidance and support to users and managers.

Person specification

* Demonstrable experience in HMCG or an organisation dealing with maritime operations.
* Applicants with less experience would be considered based on evidence of competence relating to job specific knowledge and skills.
* An understanding of the operational systems in use by HM Coastguard or similar emergency response environment.
* The role holder will be required to pass a medical for this role.

Additional Information

This role will be based from one of our advertised locations. MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work.

The expectation is that you will spend a minimum 60% of your working time based at your principal workplace or out on official business. Details of the arrangement will be discussed further with your line manager.

Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 30 hours per week.

The role requires occasional domestic and international travel to attend meetings and working groups which will involve some time away from home and the regular workplace.

Please note that we will only offer sponsorship for a skilled worker visa where a role has been deemed to be business critical. This role does not meet that category, and we will not sponsor a visa. Selection process details


This vacancy is using Success Profiles, and will assess your Behaviours and Experience.

The selection process for this role will be:

Stage 1: Sift of CV and personal statement

Stage 2: Interview and presentation

You must be successful at each stage to progress to the next stage.

Stage 1: Sift

At sift, you will be assessed against the following Success Profile elements:

Experience – you will be asked to provide a CV (unlimited word count) and personal statement (750 words). Please provide evidence of your experience of the following:

Stage 2: Interview and Presentation

At interview stage, you will be assessed against the following Success Profile elements:

You will also be required to create and deliver a presentation to assess a mix of behaviours and experience. Guidance will be provided if you are invited to interview.
