 
        
        Job Summary
As the Trust’s "competent person" on all matters relating to Fire Safety, the post holder will ensure that the Trust complies with the Regulatory Reform (Fire Safety) Order 2005 (RRO) legislation and will work closely with all relevant parties within the Trust’s hospital and community premises externally to ensure the provision of a fire‑safe environment for patients, staff and visitors. The role involves advising the Trust Board, Director of Environment and the Trust on fire precaution levels, maintaining the Fire Safety Management System, liaising with the London Fire Brigade, and providing assurance to the Trust board on all matters concerning fire safety.
Main duties of the job
 * Advising on mandatory training objectives for staff, delivering such training as required by the Trust.
 * Training and monitoring Fire Response Team members to ensure competence.
 * Liaising with other Trust personnel responsible for continuity and emergency planning, assisting in the formulation of an overall Trust Emergency Fire Procedure.
 * Carrying out fire risk assessments in accordance with HTM 05 and the RRO across all wards, departments, plant rooms and circulation spaces.
 * Reporting findings via an electronic system and collating resulting actions into an active action plan.
 * Reporting deficiencies in building and engineering fire systems to the Fire Safety Manager and recording them with the Fire Engineering Group.

Job responsibilities
 * Assist the Fire Safety Manager in interpreting government legislation, NHS Firecode suite of documents and other official guidance.
 * Conduct safety audits and produce authoritative reports on the condition of fire precautions.
 * Support the Fire / Security and Health and Safety department.
 * Identify and assess fire risks, recommending prioritised actions for safety improvements.
 * Liaise with planning teams, local building control and fire authorities on fire precautions for new and existing premises.
 * Ensure adequate provision, location and maintenance of firefighting equipment, safety signs and notices.
 * Investigate incidents in partnership with local fire and police authorities, preparing and forwarding fire reports.
 * Oversee contractor compliance with fire precautions and enforce effective measures to maintain safety.
 * Deliver staff training and maintain training records; manage fire warden and team schedules.
Person Specification
Education / Qualification
 * Essential
 o Fire safety background with healthcare experience or a science/engineering‑based degree; level up to master’s if applicable.
 o Membership of a professional organisation such as the Institution of Fire Engineers (IFE) or the Institute of Fire Prevention Officers (IFPO).
 * Desirable
 o Member of the National Association of Healthcare Fire Officers.
Knowledge & Experience
 * Essential
 o Knowledge of and experience with applying the Firecode, conducting fire risk assessments, safety audits and investigations.
 o Working knowledge of the RRO 2005, NHS Firecode series HTM 05, and a track record of maintaining good relationships in a large organisation.
 * Desirable
 o Experience in planning for major incidents and risk reduction in health prevention.
 o In‑depth knowledge of NHS Guidance.
