Neway International are seeking a Finance Accountancy Officer to join our client based with Conwy County Borough Council. Location: Conway Road, Colwyn Bay, Conwy County Borough, LL29 7AZ Hours: 37 per week Start Date: 16 March 2026 About the Client Conwy County Borough Council’s Corporate Finance service supports financial planning, budget management, and financial governance across the authority. The Education Finance team provides specialist financial support to schools, ensuring effective use of resources, compliance with regulations, and delivery of high‑quality financial services under Service Level Agreements. The Role The Finance Accountancy Officer will provide a comprehensive range of financial support services to Headteachers and Governing Bodies. Reporting to the Principal Accountant (Schools), you will support the delivery of the school finance service, including budget preparation, financial projections, year‑end processes, and ongoing financial monitoring. The role involves regular school visits, resolving financial queries, maintaining financial reporting systems, and ensuring compliance with VAT regulations, Contract Standing Orders, Construction Industry Tax Regulations, and Financial Regulations. You will also support creditor payments and contribute to the effective delivery of the Service Level Agreement with schools. Key Responsibilities Support the Principal Accountant (Schools) in delivering the school finance service. Assist with preparation of annual budgets for primary, secondary, and special schools. Support year‑end closure of accounts and production of final accounts. Prepare financial projections to support effective resource utilisation. Visit schools regularly to provide financial advice and resolve administrative issues. Investigate and respond to detailed financial queries from schools, suppliers, contractors, and internal departments. Maintain the Financial Reporting System for primary schools, including monthly reconciliations. Ensure compliance with VAT regulations, Contract Standing Orders, CITDS, and Financial Regulations. Support creditor payment processes, including order logging and compliance checks. Maintain up‑to‑date knowledge of relevant legislation and financial practices. Work effectively as part of the team and undertake additional duties as required. Promote equality, health and safety, and safeguarding responsibilities in line with council policies. Candidate Requirements AAT qualification (or equivalent/part‑qualified). Excellent interpersonal, written, and verbal communication skills. Ability to communicate confidently in English. Strong accountancy and numeracy skills. Ability to plan and produce work with minimal supervision and meet deadlines. Strong IT skills, including spreadsheets, databases, and financial systems. Ability to present financial information to Headteachers and Governing Bodies. Ability to design and maintain spreadsheet/database systems. Ability to interpret regulations and provide accurate financial advice. Strong decision‑making skills relating to budget affordability and service delivery. Ability to build effective working relationships across schools and departments. Welsh language skills are desirable but not essential.
