TristoneNash have exclusively partnered with a Development Company to appoint a Head of Project Delivery and Commercial Management to lead their ambitious new build development programme across teh South West.
Based in the South West three days per week and the rest from home, the Head of Project Delivery and Commercial Management will lead on, and be responsible for, the project management of principal housing led capital projects and programmes and will report on and provide advice and guidance to the SLT and Executive Director.
With the Executive Director, you will lead and promote the provision of a Project and Commercial Management area of expertise and excellence, to ensure the successful delivery of a range of residential led development projects.
Job role:
* With the Executive Director, ensure the effective and efficient implementation of Company policies and the achievement of the Company objectives.
* Take responsibility for ensuring health and safety compliance on project and work with the Executive Director of Operations to ensure compliance at a corporate level.
* Assist to develop, maintain and implement effective procurement processes, including framework arrangements.
* In the absence of the Executive Director to service the project steering groups and company Board meetings.
* To ensure effective and accessible communication with staff, service users, internal clients, the general public and others as appropriate.
* Management of a wide range of residential projects up to £50m.
* Monitor and produce reports on health and safety and ensure compliance through the procurement stage and delivery.
* Procure and appoint both consultants and contractors and ensure compliance with good practise and company policies. Ensure compliance with procurement legislation including monitoring suppliers’ performance through KPI’s.
* As part of the procurement and contracting process ensure there is clearly documented requirement covering customer satisfaction and the rectification of defects along with measures should the KPI’s fall below that stated. Assist in the development of measurement and reporting tools that enable effective management of defects and reporting.
* Negotiate and agree contract variations and final accounts within agreed delegated authority to ensure best value.
Essential qualification, knowledge and experience:
* Educated to degree level and professionally qualified with an appropriate institution e.g.
RICS, APM, ICE, CIOB or can demonstrate the necessary experience.
* Have relevant health, safety and environmental experience, training and qualification appropriate for the developments being undertaken.
* Proven success in the management and delivery of major residential projects including recent experience of work in private development market.
* Extensive management experience in multi-disciplinary environments within a public organisation.
* Excellent project / programme management skills, proven in similar assignments.
* Possessing a high level of commercial and contractual awareness
* Ability to work with and develop effective teams.
* Experienced in the appointment and management of contractors and consultants – delivering best value.
* Excellent communicator, with experience of managing complex stakeholder relationships.
This is an exciting opportunity for a housing development professional who has delivered a range of housing developments to final completion and has also navigated politial and governance challenges for previous organisations. Experience of dealing with planning committees, appointing contractors and instructing employers agents will also be a key to succeed in this role.
