Job summary


The Insolvency Service is a leading Government agency which plays a crucial role in providing essential services to the public and to business. Investigation and Enforcement Services (IES) directorate aims to deliver and promote a range of investigation and enforcement activities, both civil and criminal in nature, to support fair and open markets. We do this by effectively enforcing the statutory company and insolvency regimes, maintaining public confidence in those regimes, and reducing the harm caused to victims of fraudulent activity and to the business community.

Job description


The Intelligence team is a part of IES, and it provides support to both civil and criminal investigation teams, to the wider agency and a wide range of external partners.

This post sits within the anti money laundering cell of the Intelligence team.

The post holder will be at the heart of cryptoasset intelligence collection, development and dissemination within the Insolvency Service.

The successful post holder will have line management responsibility within the Intelligence Team.

Responsibilities

The successful candidate will:

* either bring or develop specialist expertise and play a critical role in shaping and implementing the agency's priorities regarding cryptoasset investigations and intelligence
* lead in the development of agency policy regarding the investigation, seizure, secure storage, forfeiture and realisation of cryptoassets and other similar products and in the procurement and deployment of relevant technologies
* proactively collaborate with our intelligence analysts to oversee the development of our first agency wide crypto threat assessment
* drive continuous improvement across the agency in relation to cryptoassets decentralised finance and related technologies
* represent the agency externally in meetings and conferences with other UK law enforcement and regulatory partners, private sector stakeholders and academics
* lead where required on high impact projects including but not limited to supporting investigations involving national and international law enforcement partners supporting major international cases. These invariably involve cross jurisdictional enforcement actions, including providing intelligence and coordinating asset freezing and recovery.

The postholder may have management responsibility for up to 4 staff.


Person specification


The successful candidate will be able to demonstrate the following:

* be an experienced intelligence officer or investigator with an inquisitive mind who is able to work constructively at all levels to achieve positive outcomes
* have a proactive and meticulous approach and be able to consolidate information from multiple sources
* lead in achieving team goals, targets and operational delivery in relation to cryptoasset intelligence
* lead in developing and maintaining positive and productive relationships with a wide range of internal and external stakeholders to support the delivery of business outcomes
* be able to work within tight deadlines and provide support to the intelligence team
* be experienced in innovating and successfully delivering change
* have a proven track record in investigation or intelligence
* have a good understanding of IT and emerging related technologies

Essential Criteria

* qualified to a degree level or demonstrate work experience at an equivalent level and be willing to study towards relevant qualifications in the field of cryptoassets
* proven experience gathering, analysing and evaluating intelligence from multiple sources to identify risks, patterns, and emerging threats related to financial crime and economic crime
* ability to produce high quality intelligence assessments, briefings and reports that inform operational and strategic decision making at senior levels
* demonstrable experience working collaboratively with law enforcement, regulatory bodies, or cross government partners to share intelligence appropriately and lawfully
* strong understanding of cryptoassets, blockchain technology, and related financial crime risks, including money laundering, asset concealment and illicit financing
* ability to work confidently with complex data sets and identify analytical gaps or intelligence opportunities
* ability to effectively prioritise and manage workload ensuring deadlines are met
* ability to follow processes, apply investigative methods and use investigative tools in line with current legislation
* strong communication skills, including the ability to explain complex technical or crypto related concepts to non-specialists and senior leaders
* ability to work with sensitive material, exercising sound judgement, discretion and adherence to information handling and security requirements
* prior involvement in policy development or strategic threat assessments

Selection process details


This vacancy is using Success Profiles, and will assess your Behaviours, Ability and Experience.

After submission of your application you will be invited to complete a Civil Service Judgement Test).

Please complete the online tests as soon as possible (within 24-48 hours is recommended), the closing date for the tests is 9th March 2026 at 23:55pm If you fail to complete the online test before the deadline your application will be withdrawn. Online test maintenance

Our online test supplier will be performing scheduled maintenance between 4pm and midnight on 1st March 2026 and again between 4pm and 7pm on 8th March 2026. You will be unable to access tests during this period.

If you are in the middle of a test when the maintenance begins, your progress will be paused. You will be able to resume your test from where you left off via your application centre once the downtime has ended. Please note that you will not be able to launch any new tests while the system is offline.

Hybrid Working

Insolvency Service operates a hybrid working policy subject to business need, giving people the flexibility to choose when and where they work and collaborate with others.

Individuals are expected to work from one of the office locations stated in the advert to connect with their colleagues, as required by their role and business team needs. There is flexibility to split the working week, spending a minimum of 60% in the workplace, which includes the office, site visits, court etc.
