Overview

Head of Service for MASH and Family Intervention – London Borough of Havering

Contract: Permanent • Grade 12 • £77,550 to £87,084 per annum (Market Supplement subject to final confirmation)

The London Borough of Havering is looking to recruit a Head of Service for MASH and Family Intervention to strategically lead and oversee the day-to-day service delivery of the integrated front door / multi-agency safeguarding hub (MASH) and the Family Intervention Service, ensuring the service functions smoothly and to a high professional standard in line with good practice and guidance. The post holder will lead and direct work/practice that positively improves outcomes for children, young people and their families in Havering.


Responsibilities

* Deliver effective, inclusive leadership and management of the services, ensuring high quality services against local and national indicators and targets.
* Promote and govern excellent face-to-face practice across the service, ensuring purposeful work with children, young people and families in conjunction with other social care teams and multi-agency partners.
* Lead with the Assistant Director of Early Help and Partnerships in the continuous improvement of the MASH and Family Intervention Service based on performance, risk, and demand.
* Ensure practice complies with current legislation and relevant guidance so that high quality assessments, plans and interventions are delivered to timescales to meet needs and improve outcomes; advise on managing cases with significant risk or complex/high-profile cases.
* Represent the service at multi-agency meetings, boards and committees; manage, review and evaluate data compliance and maintain high-quality administration and record-keeping.
* Responsibility for budgets within the service (up to £500,000), ensuring value-for-money services including in-house and commissioned providers; contribute to budget setting and monitoring, including the Section 17 and MASH budgets.
* Take lead responsibility for specific areas of practice and strategic development relevant to the service, including Children’s legal planning and the Havering Safeguarding Children’s Partnership; maintain engaged multi-agency collaborative working relationships.
* Deputise for the Assistant Directors and/or Director of Starting Well as required, including attendance at multi-agency meetings, boards and committees.
* Identify areas for improvement and deliver training; support the development and delivery of the Starting Well plan and embed the vision, values and objectives for children, young people, parents and carers.
* Lead on the development of relevant strategies, policies, procedures, programmes and projects in line with legislation and good practice.


Qualifications & Experience (requirements)

* Proven experience in strategic leadership and management of safeguarding services, preferably including MASH and Family Intervention settings.
* Strong knowledge of current safeguarding legislation, guidance and multi-agency working with partner agencies.
* Experience in high-stakes case management, risk assessment and intervention planning with children and families.
* Ability to manage budgets and demonstrate value for money across in-house and commissioned services.
* Experience representing services at multi-agency forums and contributing to performance improvement and service development.
