Job Title: Head of Landlord Compliance and Building Safety
Ref: Bristol 5275162
Pay rate: £500 per day PAYE
Role length: Anticipated 6 - 7 months
The role: We are seeking a confident and experienced leader to take on the pivotal role of Head of Landlord Compliance and Building Safety within the Housing Directorate. You will be responsible for the strategic leadership, development, and operational delivery of landlord compliance and residential building safety services across the housing stock. This is a high-impact role, placing you at the forefront of ensuring that residents live in safe, compliant, and well-maintained homes — now and in the future.
Responsibilities
* Lead a proactive, data-driven compliance and H&S service, ensuring operational efficiency and resilience
* Collaborate with senior leaders to develop and deliver value-for-money strategies that meet legal and customer needs
* Oversee contract management to maintain high service standards and alignment with organisational values
* Drive cross-departmental collaboration to improve efficiency, compliance, and satisfaction
* Lead asset safety strategy implementation through data analysis and stakeholder engagement, representing the service internally and externally
* Ensure safety assurance across all HRA residential blocks, including Building Safety Certification, Golden Thread compliance, and full FLAGEL adherence
* Guarantee the Council meets all statutory duties for landlord compliance, building and fire safety, and adapts swiftly to new housing legislation
* Lead strategic responses to cross-cutting issues such as IT contract management, asset management, equalities, inclusion, and service accessibility
* Shape and deliver policies, strategies, and plans with senior colleagues and service users to continuously improve housing services
* Provide strong leadership to ensure landlord services meet legal and regulatory requirements, including the Regulator of Social Housing\'s consumer standards. Lead preparations for, and responses to, inspections
* Drive a culture of resident engagement, using feedback to inform and implement service-wide improvements
* Develop and monitor service plans that drive change, ensure compliance, and align with strategic objectives and emerging legislation
* Deliver the safety, compliance, and assurance programme on time, within budget, and to agreed quality standards
* Build effective partnerships with stakeholders to shape services and achieve key outcomes
* Secure resident engagement and support for services and initiatives
What the client is looking for
* Professional qualification in a property-related field or substantial property management experience
* NEBOSH National and Construction Certificate
* Proven commitment to ongoing professional and managerial development
* In-depth knowledge of landlord compliance and H&S legislation relevant to social housing and residential properties
* Strong grasp of CDM Regulations and the Building Safety Act
* Expert understanding of statutory standards: Fire Safety, Legionella/Water Safety, Asbestos, Gas and Electrical Safety, LOLER, and HHSRS
* Confident representing the organisation at senior level, internally and externally
* Experienced team leader with strong people management skills
* Skilled in developing and adapting strategies to drive efficiency
* Able to analyse data to identify trends and support forward planning
* Excellent verbal, written communication, presentation and interpersonal skills, able to analyse property data and interpret for non-experts
* Strong negotiation and influencing skills; effective stakeholder engagement across all levels
* Sound understanding of risk management – promotes awareness without being risk-averse
* Project management skills with a track record of delivering to deadlines
* Strong analytical ability with confidence handling complex property, financial, and numerical data
* Proven track record in delivering compliance and H&S programmes in regulated settings, including leading service transformation and achieving service and efficiency targets
* Experienced in subcontractor procurement and management
* Skilled in managing large, complex budgets to maximise value for money
* Track record in leading organisational change and engaging staff and stakeholders in continuous service development
