Deputy Director of Operations: UEC

You will support and deputise for the Clinical Group Director of Operations providing:

* Effective leadership and supporting managerial responsibility for the Clinical Group, developing a culture which ensures the safe, efficient and effective delivery of patient/client care
* Responsibility for the delivery of the Clinical Group's operational and performance targets and achievement of local and national standards.
* The post holder in support of the Clinical Group triumvirate will work closely with Executive Directors and other Clinical Group teams to ensure optimum performance, service integration and contribute to the development of the local health economy.


Main duties of the job

* Responsible and accountable for the delivery of all clinical and technical services within the Clinical Group, ensuring compliance with national and organisational standards including Care Quality Commission, NHSLA and Department of Health guidance.
* Provide leadership to the Clinical Group triumvirate and operational teams, overseeing day‑to‑day management while empowering staff to deliver high quality, patient‑centred care.
* Support the achievement of organisational and Clinical Group strategic objectives by providing clear operational direction, ensuring services meet national and local performance standards and agreed targets.
* Contribute to financial performance through effective budget management, delivery of activity within available resources and implementation of cost improvement plans.
* Establish and maintain robust governance, performance monitoring and risk management systems to ensure safe, effective and efficient services. Use complex data and benchmarking information to inform decision‑making, service improvement and redesign.
* Build strong collaborative relationships across the organisation and with external partners including Integrated Care Boards, local authorities and other stakeholders.
* Represent the Clinical Group in relevant forums and support effective staff engagement, communication and partnership working to improve patient outcomes and service delivery.

Person Specification


Qualifications

* In depth professional knowledge acquired through post‑graduate study or relevant equivalent knowledge and experience
* Evidence of continuing professional development
* Higher degree in relevant clinical or management subject
* Academic qualification in strategic management
* Qualification in Quality Improvement
* PRINCE 2


Experience

* Substantial senior management level experience within an NHS acute and/or community setting or broader public services.
* Considerable experience in design, planning and implementation of strategy.
* Experience of determining and delivering major complex transformation programmes with multi‑agency involvement
* Experience of leading, motivating and mentoring staff during periods of organisational change and beyond
* Experience of working with/within other public sector organisations aligned/affiliated with the Health and Social Care agenda.


Skills & Abilities

* Demonstrate evidence of sound financial management including successfully identifying and delivering complex cost improvement plans
* A proven ability to obtain and consistently achieve results and targets.
* Proven ability to understand and analyse a wide range of data and information and take appropriate decisions from it.
* A management style that empowers others and evidence ability to form a learning and supportive culture for all staff.
* Excellent collaborative working skills and able to build strong relationships with Clinical leaders and professional staff groups.
* Effective and strategic influencing skills at all levels within the NCA.
* Holding to account others to ensure they deliver to their targets and dealing effectively with performance.
* A strong commitment to openness, honesty, inclusiveness and high standards in leadership.
* Requirement to be on Director on‑call rota.
