Ceredigion County Council is seeking an experienced and committed individual to lead the Council’s Trading Standards and Licensing services.
About the Role
As the Trading Standards and Licensing Manager, you will provide operational leadership and management to ensure that Trading Standards and Licensing services are delivered effectively in accordance with statutory requirements and to integrate the work of these services within the Council’s corporate framework, policies, values, practices and priorities.
Additionally, this role will involve fulfilling the Council’s statutory responsibilities as Chief Weights and Measures Inspector, Lead Food Standards Officer and Lead Feed Officer.
About You
To excel in this role, you will need to have:
1. Educational Background: Educated to degree-level and possess the Diploma in Trading Standards (DTS) or equivalent antecedent
2. Knowledge and experience: Have a broad range of post-qualification experience, including experience of managing complex criminal investigations, coupled with a comprehensive understanding of the technical aspects of the relevant legislative frameworks, policies, and key issues associated with this role, and have experience of acting as (or deputising for) the Chief Weights and Measures Inspector in accordance with the Weights and Measures Act
3. Strategic Planning Skills: Have experience of leading change within a complex organisation with an ability to lead significant initiatives within the service or corporately working across, and with, a range of services, professions and partners. This includes policy development, corporate/strategic planning and managing change. Given the financial pressures faced by the public sector the successful candidate will also need to be able to identify efficiencies and potential income generation
On a day-to-day basis you will:
4. be responsible for overseeing the delivery and effectiveness of activities undertaken by the Trading Standards and Licensing services
5. manage the enforcement, compliance and advisory activities of these teams to ensure that the Authority’s Corporate aims and objectives are achieved
6. provide advice, guidance and expertise at all levels to users of the service, including the preparation of statutory annual reports, reports to Licensing Committee, Scrutiny Committees, Cabinet and Council and present these reports where relevant
7. represent these regulatory services at internal and external meetings, and develop policies and procedures relevant to the work of the services in general
