Role: Legal Officer (Levy)
Location: Peterborough - Business operating hours are between 08:00 – 18:00. The location of work is Peterborough with the option for a blended working approach, agreed with your Line Manager.
Hours of Work: Full-time (35 hours per week)
Contract: Permanent
Salary Range: £40,500 – £49,500
Grade: SC2
Target Salary: £41,200 (Increasing to £42,642)
Why this Role?
You'll be at the legal frontline of one of CITB's core functions — the Levy. Your decisions and advice will directly impact how we apply legislation and support stakeholders, from employers and industry bodies to legal professionals and tribunal panels. It's a rare chance to specialise in a unique area of law, develop expertise in statutory interpretation, and gain exposure to formal legal processes — all while contributing to a critical sector.
Key responsibilities and accountabilities:
* To work closely with Legal Officers and Solicitors where appropriate to investigate and make decisions on complex legal queries by interpreting and applying the appropriate legislation.
* Investigate and make decisions on Levy related matters (both internally and externally) by interpreting and applying the Industrial Training Act 1982 and its subsidiary legislation.
* Communicate and defend legal decisions and positions (both oral and written) to the Legal team, others in the organisation, and externally as required.
* All aspects of legal assistance by providing legal advice and compliance guidance across the organisation, to its enabling partners, and other external customers (including their professional advisors, Federations or other ITB's) whilst ensuring strict adherence to legal deadlines.
* In support of the Head of Legal, Solicitors, and ITA Compliance Manager conduct legal research and gather required evidence.
* Arranging and attending case conferences.
* Undertake initial action on formal Employment Tribunal appeals against Levy (including responding to Notice of Appeals, drafting written representations, representing in person as required).
* Attending Court/Tribunals in support of the Solicitors and ITA Compliance Manager
* Provide advice and guidance (and legal drafting where required) to the organisation in responding to formal Complaints and Freedom of Information Requests on Levy scope and quantum matters.
* Take instructions from internal clients and report on progress to them.
Knowledge and Experience:
Essential
* Excellent verbal and written skills
* Effective decision making skills
* Organised and methodical approach
* Accuracy and attention to detail
* Minimum of 5 GCSEs (or equivalent, including English language)
* Good working knowledge of Microsoft Word, Excel and PowerPoint
* Ability to manage conflict and difficult telephone calls
* Ability to manage and effectively prioritise own workload
* Well organised and able to work under pressure to tight schedules
* Experience in a legal environment
* Ability to work as part of a team and on own initiative
Desirable
* Ability to interpret and apply legislation
* Experience and working knowledge of CITB's governing legislation (Industrial Training Act, Levy, Scope & Reasonable Steps Orders)
* Understanding of and ability to apply Employment Tribunal regulations in relation to Levy Appeals
* Law degree, ILEX or similar (or working towards)
* Experience as a paralegal or similar
