Description

We're looking for a skilled and proactive individual to join Surrey Fire and Rescue Service on a Bank working term basis as a Risk Assessment, Procedure and Policy Creator and Reviewer. This is a key role supporting the development and governance of critical service documentation that underpins operational safety and compliance.

Day-to-Day Responsibilities

In this role, you will:

1. Lead the creation and review of Risk Assessments, Standard Operating Procedures, Operational Guidance, and Policies.
2. Coordinate with subject matter experts and stakeholders to ensure documentation is accurate, relevant, and up to date.
3. Prioritise documentation based on review schedules and operational needs.
4. Present completed documents to Service Working Groups for governance sign-off.
5. Support the service in maintaining high standards of safety, compliance, and operational effectiveness.

Line Management

This role does not include direct line management. However, you will be expected to coordinate and lead other managers and contributors to complete documentation tasks collaboratively.

10. Shortlisting Criteria

To be considered for shortlisting, your application will clearly evidence the following:

Essential Qualifications and Experience

11. Degree, HNC or equivalent, or substantial relevant experience in a related subject.
12. GCSE grade C or above (or equivalent) in English and Maths.
13. IOSH Managing Safely (NEBOSH advantageous).
14. A comprehensive working knowledge of the UK Fire and Rescue Service.
15. Experience in creating and reviewing Risk Assessments, Standard Operating Procedures, Operational Guidance, and Policies.

Skills and Attributes

16. Proven ability to coordinate groups of managers and subject matter experts to produce complex documentation.
17. Strong written and oral communication skills with high-level negotiation and influencing abilities.
18. Ability to work collaboratively with internal and external partners, including trade union representatives.
19. Competent IT skills, including proficiency in Microsoft Office and relevant sector software.
20. Proven problem-solving skills and initiative to devise and implement workable solutions.
21. Ability to understand, meet, and exceed customer expectations.
22. Experience in project management and stakeholder engagement.

You will also align with the Surrey Fire and Rescue Service Core Code of Ethics, which has been developed in partnership with the National Fire Chiefs Council, Local Government Association, and the Association of Police and Crime Commissioners to support a consistent approach to ethics and behaviours across fire and rescue services in England:
