A well-established main contractor operating within the social housing refurbishment sector is seeking an experienced Pre-Construction Manager to join their growing team in the West Midlands.
This is a key strategic role within the business, responsible for leading the pre-construction process across multiple social housing refurbishment and planned works projects. The successful candidate will play a vital role in securing new work, managing bids, and ensuring projects are fully prepared for successful delivery.

The Role
As Pre-Construction Manager, you will lead the pre-construction process from initial enquiry through to contract award, working closely with estimating, commercial and operational teams.
You will be responsible for coordinating tender submissions, developing bid strategies, and ensuring proposals are competitive, compliant and commercially sound.
Key Responsibilities

Lead and manage the pre-construction process across multiple refurbishment and planned maintenance projects
*
Oversee tender submissions, bid strategy and programme development
*
Work closely with estimating teams to develop accurate and competitive pricing
*
Coordinate internal teams including commercial, design, and operational departments
*
Engage with housing associations, local authorities, and framework providers
*
Identify risks and opportunities within tender documentation
*
Prepare and deliver presentations and client meetings during bid stages
*
Support the transition from pre-construction into delivery teams
Requirements
*
Proven experience in a Pre-Construction Manager / Bid Manager / Senior Estimator role
*
Strong background working for a main contractor within social housing refurbishment or planned maintenance
*
Experience delivering bids for housing associations, local authorities, or framework contracts
*
Strong commercial and technical understanding of refurbishment projects
*
Excellent leadership, communication, and organisational skills
*
Ability to manage multiple tenders simultaneously
