Business Manager, Chief Executives Office Reports to: Chief Executive, or other senior officer Location: The post will be located at the Councils Office in Enniskillen or Omagh, this will be confirmed on appointment. However, the postholder will be expected to travel between the Enniskillen and Omagh bases to meet the needs and requirements of the service. Hours:37 hours per week Duration:Permanent Salary: PO3; SCP 34-37; £43,693 - £46,731 Main Purpose of Job To postholderwillleadtheoverallmanagementandco-ordinationoftheChiefExecutives Office, with a specific focus on the following:- Ensure effective and efficient administration of the Chief Executive's Office, Council and Committee business and Corporate Leadership Team (CLT) support; Elected Member support and development - including Chair's business, acting as first point of contact for Members and Elected Member Development; Civic and ceremonial functions; and Election planning and all associated arrangements together with post-election activities, including the subsequent governance arrangements within the new Council mandate. MAIN DUTIES AND RESPONSIBILITIES Co-ordinate support to the Chief Executive in the preparation and planning for all meetings, briefings and other events/functions. This will include the post holder preparing briefing papers, presentations and other materials and ensuring these are to the required standard, fully comprehensive and available in good time. Manage and lead the team working in the Chief Executives Office to ensure the necessary high standards of service delivery through the motivation and performance management of staff in an efficient and effective manner. Participate in the recruitment, induction and ongoing training and development of team members as required. Support the Chief Executive and the Corporate Leadership Team to ensure agenda, actions and minutes are accurately prepared, published and actioned in accordance with the Council Standing Orders and legislative requirements. Support the Chief Executive in the administration of all duties associated with the role of Deputy Returning Officer for Local Government Elections. Work with the Electoral Office for Northern Ireland to ensure that Local Council elections and planned and managed in accordance with electoral legislation and that post-election requirements and returns are completed accurately and in accordance with legislative timeframes. Co-ordinate and facilitate support for Council, Committee and other meetings, ensuring the provision of appropriate servicing arrangements and facilities to ensure meetings are held in full accordance with the Councils Standing Orders. Ensure that letters, correspondence and reports are prepared, issued and responses reported and/or followed up on, in accordance with decisions of the Council. Ensure the effective use, implementation, development of modern information systems and ensure that colleagues managing Council, Committee and decision making are fully supported. Provide advice to the Council and Committees on relevant procedural matters to ensure full compliance with Standing Orders and other relevant regulations and legislation. Co-ordinate the support for the Chair and vice-Chair of the Council in their civic and ceremonial responsibilities and lead on the co-ordination, organisation, communication and PR arrangements for civic and ceremonial events within the Council. Ensure the delivery of a comprehensive induction and Member Development Programme to assist individual elected Members to undertake their duties to the highest possible standards. Monitor and record actions and development in respect of the Councils Elected Member Development Charter and take appropriate steps to ensure the ongoing maintenance of the Charter. Work withing agreed budgets and finances to deliver service priorities by ensuring that allocated budgets are effectively managed, implemented and adhered to for the Chief Executives Office.
