Job Title: Operations Manager\n\nMain Purpose of Job\n\nThe Operations Manager is responsible for the cost-effective management of all engineers and sub-contracted planned and reactive maintenance labour across M&E, Building Fabric, and Grounds Maintenance disciplines. This includes the management of resources through various databases, financial oversight up to invoicing, compliance reporting, information collation, and the management of specialist service providers. Key responsibilities also include maintaining the asset database, insurance registers, and scheduling planned preventative maintenance in collaboration with the management team.\n\nThis role requires effectively managing processes, developing, and implementing company and PFI contract standards, and contributing to the contract by maintaining quality assurance documentation.\n\nMain Duties & Responsibilities\n\nResource and Maintenance Management\n\nManagement of all self-delivered engineering and sub-contracted labour resources for PPM schedules and Reactive maintenance requests.\n\nUse and administration of IT Systems (e.g., Labour Management Systems, Building Management Systems, Planned Preventative Management Systems, Stock Control Systems, and other databases) to ensure efficient staff and resource utilization.\n\nManagement of the site insurance register inspection schedules undertaken by the sub-contracted labour force, ensuring all operational pressure systems plant and lifting equipment have associated written schemes of inspections assigned and maintenance schedules are programmed into the IT System.\n\nReview existing and devise new PPM regimes for site assets to ensure optimum operational availability and life cycle.\n\nFinancial and Reporting Management\n\nManagement of operational revenue budgets to maintain agreed expenditure levels and report on any discrepancies.
Draft management reports, client, and monthly reports as required.\n\nLiaise with other managers to ensure efficient delivery of outsourced PPM schedules and continuity of service and project delivery.\n\nReview available bonded stores stock levels to ensure sufficient materials, replacement parts, and consumables are available at all times to maintain operational site plant and equipment.\n\nProvide labour management, reactive, and planned maintenance reports and identify where sub-contract resources need to be adjusted to meet operational requirements.\n\nSupplier and Compliance Management\n\nReview and specify sub-contract service level agreements and liaise with the Procurement department regarding negotiating and appointment of suppliers.\n\nUndertake training for Authorised and Responsible Persons roles for specialist service delivery streams (e.g., Medical gases, Water Management, Asbestos).\n\nStrategic and Project Support\n\nTo assist the General Manager in implementing energy saving campaigns to promote the efficient use of energy utilities.\n\nTo assist the General Manager in the delivery of compliant site services and projects.\n\nTo assist the General Manager in the development of capital replacement programmes for plant, equipment, and fabric in line with technological developments and PPM best practice.\n\nTo undertake specialised projects as detailed by the General Manager.\n\nTake part in the management out of hours, on-call roster.\n\nTo undertake training in connection with the duties of the post and Company requirements.\n\nTo liaise, meet, and chair meetings with the client regarding operational maintenance schedules.\n\nRandstad CPE values diversity and promotes equality.
