What You'll Be Doing

As Development and Statutory Process Lead, you'll lead and develop a team (3 direct reports) to co-ordinate and link all statutory consenting activities associated with the £11bn RIIO-T3 Capital investment projects across the full SPT Programme including Strategic, Core & HVDC Projects.

The postholder is responsible for ensuring that all statutory consenting activities required for each project are clearly understood and identified through collaboration and co-ordination with Project, Land & Planning, Estates and Legal teams. A key focus is on ensuring all necessary documentation is collated and available from across all departments to meet site access timelines and enable the delivery of project outputs to the necessary standard of quality while maximising capital efficiency against allowance. Strict adherence to the appropriate regulatory and License obligations is required.

Key Responsibilities Include

Leadership & Governance

Provide strong leadership and direction of team through planning and consenting processes, including public consultation and statutory engagement ahead of critical path milestones.
Demonstrate knowledge of land and planning processes in Scotland, including statutory powers and legal frameworks.
Exhibit excellent communication and stakeholder engagement skills to influence outcomes and support project delivery.
Lead the co-ordination and support of witnesses from across SPEN and external partners during hearings and enquiries

Team & Resource Management

Responsible for the effective team management of circa 3 direct staff including all performance management and other HR processes are followed. This will include all training and development requirements are identified and implemented.
Lead the establishment of a dedicated statutory process team to support increasing demand and improve planning, reporting, and coordination.
Maximise the value of team by effective leadership and professional development of staff.
Review, assess, recommend and implement internal resourcing solutions, for existing and new skillsets such as technical writers and statutory process specialists, to reduce drafting iterations and improve documentation quality.

Stakeholder Engagement & Influence

Assess and articulate the public benefit arising from infrastructure projects, including the evaluation of alternatives using established policy and methodology.
Lead collaboration across Project, Land & Planning, Estates and Legal teams and, when necessary, with government, regulators, and strategic partners.
Develop and maintain strong relationships with external stakeholders, government agencies, local authorities, and strategic partners (e.g. OFGEM, NESO, other TOs).
Communicate effectively and foster open communication across project teams, acting as the point of escalation for the team and colleagues across interfacing directorates.

Programme Integration & Delivery

Manage the monitoring of project milestones, intervening where necessary to resolve risks or delays impacting site access or statutory compliance, identified and maintained throughout the project lifecycle.
Managing timing and co-ordination of input to inquiry documents, feeding in expertise as required.
Coordinate discussions and reviews throughout the statutory processes, including voluntary agreements and statutory negotiations with the necessary internal and external stakeholders.
Ensure comprehensive review and submission of all relevant documents throughout statutory processes. Support witnesses from multiple departments across SPEN and external partners during hearings and inquiries.
Maintain accurate records of risks, issues, actions, and decisions to substantiate SPT's approach, particularly in the context of judicial review or regulatory scrutiny.

Performance & Reporting

Manage research and insight practices from current projects to gather intelligence for future pipeline of work.
Responsible for the project performance KPIs and reports tailored to meet the needs of all levels of stakeholders across SPT and other interfacing Directorates.
Manage and monitor KPIs against targets, identifying issues and providing recommendations using robust methodologies for both project and team performance.
Oversee the preparation, submission, accuracy and timely completion reports.

Systems, Data & Process Improvement

Lead the development and implementation of collaborative platforms and data management systems to support statutory record integrity and improve cross-functional working.
Manage audit trails of documentation to ensure robustness for regulatory scrutiny and judicial review by establishing and implementing necessary document management and storage processes to collate the necessary statutory documentation.
Drive continuous improvement initiatives in the documentation and statutory process delivery including other activities relevant to the success of the team.

What You'll Bring

We're looking for proven line manager with experience of managing large-scale infrastructure and/or customer projects.

As a Minimum, You Will Have

Relevant degree qualification and/or postgraduate qualification or equivalent experience relating to delivery of large-scale infrastructure projects.
Experience in a programme management environment of multiple projects and disciplines.
Experience of managing complex programmes, contracts, and statutory consent processes.
