This post is a 2 year Secondment position
About the Organisation:
National Services Scotland (NSS) is a national NHS Board operating right at the heart of NHSScotland providing invaluable support and advice at a strategic and operational level. NSS supports customers to deliver their services more efficiently and effectively and we offer shared services on a national scale using best-in-class systems and standards. Our priority is always the same – to improve the health and well-being of the people of Scotland. We do this by working in partnership with colleagues across Health and Social Care to deliver fit for purpose solutions and systems, delivering high quality services that help our stakeholders to free up resources so they can be re-invested into essential services.
The Post:
This is a challenging opportunity to help harness the buying power of more than £2.5 billion spent each year across the NHS in Scotland. National Procurement works in collaboration with Health Boards to ensure the highest level of patient care through the provision of a wide range of goods and services via a series of best value National Contracts and Distribution Services.
This post is based in our Commercial, Governance and Sustainability Team as part of the Decarbonisation and Renewable Energy category focussing on renewable and low carbon Heat and Power Purchasing Agreement Projects. This is an emergent requirement brought about by the need for NHSS to rapidly decarbonise our power and heating systems to meet the 2040 Net zero target under the Scottish Government’s declared climate emergency.
The requirement is for expert commercial resources to be put in place to support an accelerated roadmap towards decarbonisation of the NHSS power and heating estate. With this in mind, we would be particularly interested in candidates with knowledge and procurement experience of wholesale energy markets and emerging sustainable heat and power supply market experience.
The Candidate:
The post holder should be educated to degree level in a relevant business discipline and hold or be working toward Membership of the Chartered Institute of Purchasing and Supply (MCIPS) or equivalent. Demonstrable experience of having successful track record in strategic sourcing is essential, including strategy development and supplier management. The post holder should also possess excellent communication and influencing skills.
