Overview

As a Public Health Intelligence Analyst Apprentice, you'll thrive on turning data into actionable insight to improve population health and narrow health inequalities. You will gain a Health & Care Intelligence Specialist Level 7 Apprenticeship and on-the-job experience with a team of specialists in public health intelligence, data engineering, data visualisation, reporting and data science. You will have the opportunity to develop working relationships with Business Intelligence teams through West Yorkshire and with Local Authorities regionally hosting equivalent apprenticeships.


Job purpose

Support Public Health intelligence team to deliver intelligence on population health and wellbeing.


Responsibilities

* Deliver intelligence to public health teams delivering health improvement, health protection, and health promotion to improve overall population health and reduce health inequalities.
* Support the wider health and care system with the delivery of analysis as part of the healthcare public health advice offer.
* Use a range of analytical competencies to translate complex statistical information into actionable intelligence and insight.
* Contribute to the linking, analysis and interpretation of complex health, care and population data using appropriate specialist health analytical, epidemiological and biostatistical techniques; and draw meaningful conclusions to understand the factors that influence population health, inequalities and to inform the planning and delivery of health and care strategies, programmes, and services.
* Contribute to discussions on the design requirements of the most appropriate information systems for holding, linking and analysis of sensitive health and care data and for population health surveillance.
* Interpret and present health and care intelligence outputs to a variety of technical and non-technical audiences, including senior decision makers in the NHS and local government.
* Investigate the patterns and variations in wider determinants, diseases, and conditions influencing health and care outcomes.
* Design and implement population health surveys, disease surveillance tools and instruments, and service evaluation tools.
* Search for and critically appraise relevant evidence and scientific research on health and care intelligence, health determinants and interventions to improve population health and/or the delivery of care. Formulate specific recommendations based on the interpretation of both data and the appraised evidence.
* With support from a mentor, lead Public Health intelligence projects, reviewing and adjusting to meet organisational needs.
* With support take a lead role in building strong working relationships with a broad range of health and care system partners, colleagues, and the wider team.
* Comply with health and care information governance standards and legislation and procedures with respect to the handling of sensitive data and information. This may also require seeking ethics or research governance approval when relevant.
* Contribute expertise to the preparation of documents such as analytical reports, Joint Strategic Needs Assessments, Pharmaceutical Needs Assessments, health equity audits, policy documents, evaluation reports, audits, and performance reports, for a wide range of audiences.
* Support the Public Health Intelligence manager to embed an evidence and intelligence-led culture within the local health and care system.
* Carry out projects to develop the analytics and the health and care intelligence skills and knowledge of others (including non-technical staff) in the health and care system through the demonstration and promotion of best practice, teaching and training.
* Provide evidence to make the economic case for investment in prevention and reducing health inequalities.
* As the postholder progresses through the apprenticeship they will begin to allocate work to and supervise team members offering advice and providing support where required.
* Keep up to date with developments in field and is willing to learn new skills, including attendance at relevant training course(s).

Qualifications

* Eligibility for this role requires candidates to meet eligibility criteria for the associated Level 7 apprenticeship. These requirements are listed below (for further details of the course please see Health & Care (& Population Health) Intelligence Specialist Apprenticeship Level 7 - JGA).
* C/4 and above in Maths and English (Level 2) or equivalent, An interest in public health.
* Understand and embrace Leeds City Council Values and Behaviours and codes of conduct
* Committed to continuous improvement in all areas and work towards delivering the Best City Ambition of Health & Wellbeing, Inclusive Growth and Zero Carbon
* Able to understand and observe Leeds City Council policies and procedures.
* Carry out all duties having regard to an employee's responsibility under Health, Safety and Wellbeing
* Willingness to actively participate in appraisal, training and development activities to ensure up, to date knowledge and skills.
* Flexible and adaptable to change to assist other services as required commensurate to grade.
* Be aware of and support difference and ensure equality for all working in an anti-discriminatory manner, upholding equality & diversity of Leeds City Council.
* Recognise and appropriately challenge any incidents of racism, bullying, harassment, victimisation, and any form of abuse, reporting any concerns to the appropriate person
* The Council has adopted a flexibility protocol and the role will be expected to work within these parameters.


Prospective candidate attributes

* As a prospective Public Health Intelligence Analyst Apprentice, you will have: an enquiring mind; a willingness to learn; a passion to use your skills for the public good; the desire to tell a clearly understood story with data and intelligence.
* This role is based in the UK. Home Office guidance states that candidates must evidence their right to work in the UK prior to commencing employment, either as a UK or Irish citizen, under the EU Settlement scheme or having secured any other relevant work visa.
* In addition, you must have one of the following to be accepted onto the apprenticeship programme:
*
o STEM undergraduate degree
o Social Sciences undergraduate degree with Research Methods and/or Statistics modules and a dissertation including data analysis
o Level 4 or higher qualification in STEM or related field with substantial mathematical content
o Professional registration with FEDIP through the Association of Healthcare Analysts (AphA) at Practitioner or Senior Practitioner level
o Equivalent analytical work experience e.g., NHS Band 6/7 data/senior analyst or similar


Essential requirements

* Understanding of Caldicott, Data Protection, confidentiality and data sharing and storing procedures in the public sector; knowledge of relevant legislation, guidance, policies with ability to interpret and apply them.
* Able to work effectively as part of a team and to demonstrate organisational and time management skills prioritising own and team's work to meet conflicting deadlines.
* Able to develop constructive working relationships and work in partnership with others.
* Able to accurately enter and retrieve data and information from digital and manual systems, preparing and presenting reports and data to senior managers and a wide range of audiences.
* Able to communicate effectively with a wide range of people including internal and external partners and customers through various methods.
* Able to use initiative to develop solutions to day-to-day issues and problems.
* Able to use IT and analytical software (e.g., R, SPSS, SQL, Python) and familiar with other tools.
* Able to allocate and check work of other staff as appropriate.
* Able to use a range of datasets to provide analysis, data visualisations and management of information across a large organisation and partner organisations.
* Proven ability to translate and present complex information clearly to non-technical audiences, supporting risk identification, prioritisation, and informed decision-making.
* Knowledge of qualitative research methods.
