Are you an experienced property professional looking to shape the future of a diverse and high‑value public‑sector estate? We are seeking a highly skilled Principal Development Surveyor to lead the proactive management, optimisation and performance of a significant property portfolio.The organisation managesmercial, rural and operational assets held across multiple sectors, including offices, industrial and distribution premises, development land and a rural estate. Proactive asset management is essential to drive value, achieve the best consideration under s123 of the Localernment Act 1972, and support wider service delivery.This role is central to ensuring the portfolio performs at its best — enhancing ie streams, reducing occupancy costs, and delivering sound investment decisions through rigorous financial andmercial analysis.
About the RoleAs Principal Development Surveyor, you will manage a varied day‑to‑day caseload of asset management activity across themercial, development and operational portfolios. You will develop strategies, lead negotiations, advise senior stakeholders and ensure that all statutory andernance requirements relating to property assets are met to the highest professional standards.You will work across a wide range of asset types, contribute to corporate asset planning, and play a key role in shaping long‑term investment and development opportunities.
Key ResponsibilitiesIn this role, you will:
1. Develop and deliver asset management and investment strategies, identifying under‑performing or surplus assets and rmending value‑add or disposal actions.
2. Undertake robust financial andmercial appraisals for lettings, rent reviews, renewals, refurbishments and development opportunities.
3. Leadmercial negotiations with stakeholders, partners, developers and external agents to secure the best oues.
4. Ensure all statutory and legal obligations are met across the portfolio, includingpliance, consents and agreements for building works.
5. Provide valuation and strategic asset management advice on retention, disposal, development and potential investment opportunities.
6. Promote best practice in asset management and support the development of policies, processes and professional standards.
7. Ensure soundernance of property decisions and represent the organisation at internal and external meetings.
8. Prepare high‑quality reports and rmendations for internal groups, stakeholders and external bodies.
9. Contribute to the annual property reports, Corporate Asset Management Plan and other strategic plans.
10. Maintain accurate and timely management information using systems such as AMS, CAD and GIS.
11. Ensure all workplies with organisational policies, including health & safety, statutorypliance and energy‑efficiency initiatives.
12. Protect and manage information securely and report any possible breaches promptly.
13. Demonstratemitment to organisational values including equality, diversity and inclusion.
About YouEssential qualifications and experience:
14. Degree (or equivalent) in Real Estate or a related field.
15. Full MRICS professional membership.
16. Significant post‑qualification experience across asset and estate management for a range of land and property types.
17. Strong understanding of Landlord & Tenant matters, valuation, negotiation and property law.
18. Experience analysing investment markets, trends and financial data.
19. Proven ability to advise on investment acquisitions, development appraisals and asset performance.
20. Experiencemissioning and managing external agents and solicitors.
21. Experience valuing a broad range of property types.
22. Strongmercial awareness with the ability to prepare budgets, forecasts and spending profiles.
23. Good understanding of construction‑related matters.
24. Excellentmunication skills with the ability to influence, negotiate and lead.
25. Strong organisational and time‑management skills.
Desirable:
26. Previous experience working within localernment or a similar public‑sector environment.
