Senior Advisor – Chemicals Programme – POPs in Waste - 30778
The Environment Agency is the Competent Authority in England for the Stockholm Convention on Persistent Organic Pollutants (POPs). Our duties include ensuring POPs in waste are legally managed. We are seeking a technical leader with a regulatory background, especially in waste management, to lead the Environment Agency’s POPs compliance work and deliver our environmental objectives on POPs.
You will provide technical leadership, advise the Government, engage with industry, and steer compliance activities. Excellent influencing and communication skills are essential. You will be supported by the Chemicals Programme, including scientists in our Chemicals Assessment Unit, with a focus on chemicals knowledge rather than chemistry expertise.
Your role will involve designing regulatory approaches based on extensive knowledge of waste streams, chemical waste characterisation, and waste management techniques. You will collaborate with EA experts in Waste and Resources teams and operational compliance teams to ensure adherence to existing POPs restrictions and implement controls on new POPs as they emerge. Additionally, you will lead the design, commissioning, and delivery of evidence studies for chemicals in waste streams to support regulatory work.
The successful candidate will act as the technical lead on our evidence study programmes, which are complex and challenging but offer significant professional development and visibility.
Some travel and overnight stays (typically monthly) are required, including potential international travel outside normal working hours.

This role is within the Chemicals Regulatory Development team in the EA’s Chemicals Programme, which has diverse expertise across sectors like waste, water, and product compliance. Collaboration and integration are key strengths of the team.
Experience and Skills Required
Essential:
* Experience working in the waste sector, preferably in a regulatory capacity.
* Exceptional engagement skills and ability to influence stakeholders across sectors.
* Experience working within large organisations or across multiple organisations.
* Proven problem-solving skills using evidence to shape priorities and work programmes.
Desirable:
* Familiarity with working with government bodies at national or local levels.
* Experience managing projects and procurement processes (support provided).
