We serve 3.5 million homes and businesses across Central & Southern Scotland, Cheshire, Merseyside, North Shropshire and North Wales. We work round the clock to ensure power is available.
The Land & Planning Team within Energy Networks supports the three Licence Businesses in gaining the appropriate land rights and planning consents required to install and maintain the distribution and transmission network, in order to deliver statutory RIIO ED1 and T1 Business Plans.
What You’ll Be Doing
* The Land Officer is responsible for obtaining land rights for the Distribution (33kV and below) network to secure necessary landowner permissions and statutory consents for infrastructure capital projects, including day-to-day operational and maintenance activities and customer connections to ensure timely project delivery and asset safety.
* Provide land rights services for distribution projects and day-to-day activities within the district or other districts as instructed by the Land Team Leader.
* Proactively manage projects to resolve problems in the land rights process that may delay capital programmes or affect safety or security of the network.
* Offer specialist advice on selecting appropriate Land Rights; consult with the project manager and consider alternative solutions to maintain delivery of capital programmes.
* Provide input on terminations and use of statutory powers and legal notices to preserve Company rights and asset safety; negotiate with landowners to resolve matters satisfactorily.
* Undertake negotiations with landowners/agents, considering farming practices, rent and compensation, land damage, claims, and construction/operational requirements to obtain necessary consents.
* Advise on engineering and financial solutions to facilitate consent and programme delivery.
* Coordinate with developers/IDNOs/ICPs on land rights for customer connections; prepare land rights documentation and payments; record transactions in internal systems.
* Prepare information for legal instruction to secure permanent land rights; support internal and external legal teams as needed.
* Produce accurate ‘marching in’ reports for the District delivery team; undertake site visits during construction and support access to land as required.
* Assist in preparing notices for statutory powers (21-day notice) and Applications for Necessary Wayleave; contribute to written submissions for hearings and participate as required as an expert witness with legal teams.
* Comply with Company Health and Safety requirements.
What You’ll Bring
* Expert knowledge of Electricity Act 1989, Town & Country Planning Act, Environmental Impact Assessment Regulations, Property Law, Valuations, Compensation Code and agricultural practices relevant to project delivery and risk reduction.
* Experience implementing land rights processes and managing landowner relations to enable delivery of capital projects and asset safety.
* Strong negotiation skills with knowledge of the above legislation and Company policies and procedures.
* Effective communication with a wide range of parties at varying levels, including senior management, engineers, planners, lawyers, statutory bodies, farmers/landowners and the public; ability to resolve adversarial situations.
* Working knowledge of Distribution Networks and components (substations, overhead lines) and the regulated nature of the business.
* Ability to make balanced decisions, consult with others, and anticipate outcomes.
* Relevant experience in land surveying or related disciplines.
