This role provides managerial and leadership support for collaborative networks across Sussex, including the HIV Network and Hepatitis C Operational Delivery Network (ODN). The post holder will be responsible for the delivery of key targets and development plans for these Networks, ensuring national and local guidance is always followed.

Networks bring together key stakeholders across a wide variety of services and organisations to deliver accessible and equitable treatment pathways over a specific geographical area. The role will work closely with the Directorate Managers, Local and national Commissioners, Clinical leads, providers, external organisations, Voluntary Community and Social Enterprise (VCSE) and patients to ensure the delivery of safe and effective services across the patient pathway and help secure the best possible outcomes.

The post holder will work autonomously but will need to liaise closely with clinical leads/directors, Multi-disciplinary Clinical Teams (MDT), general managers, senior management teams across a number of organisations, and NHS England to achieve key network objectives, and will be expected to make a positive contribution to the delivery of the care and improvements in services.

Main duties of the job

The Clinical Networks Manager plays a pivotal leadership role in coordinating, developing and improving collaborative clinical networks across Sussex, with particular responsibility for the HIV Network and the Hepatitis C Operational Delivery Network.

The post holder provides strategic and operational management to ensure that national and local objectives are met, working autonomously while maintaining strong relationships with clinical leads, commissioners, senior managers, external partners and voluntary sector organisations. A major part of the role involves establishing effective communication systems, including developing communication plans, coordinating regular network meetings and making sure that network information, training and education are consistently accessible. The manager is responsible for reviewing service delivery, identifying opportunities for improvement, and ensuring that accurate, timely data is collected, analysed and used to inform policy, performance monitoring and service development. They also oversee the development of system databases, key performance indicators and action plans, while ensuring policies and procedures are produced, implemented and regularly reviewed.

The role requires extensive partnership working, including building relationships with new and existing organisations to improve access for underserved populations, supporting clinical governance and ensuring commissioners are kept informed of developments and responsibilities.

Detailed job description and main responsibilities

This role is eligible for visa sponsorship under the UK Visas & Immigration (UKVI) Skilled Worker route however sponsorship can only be provided where applicants meet the specific requirements set by UKVI, including the relevant skill and salary thresholds (£25000), and any role-specific criteria.

Communication

1.Responsible for the recruitment, retention and line management of the support team for the Sussex Networks

2.Ensure the involvement of all staff through open and direct communication

3.Develop and deliver a communication plan for the networks

4.Develop and maintain appropriate links with other networks and organisations whose activities impact on the network

5.Co-ordinate regular Network meetings with all relevant stakeholders to report key areas of success, improvement, changes in National/local objectives and future development plans

6.Ensure the implementation of appropriate mechanisms designed to collate and disseminate good practice

7.To ensure local and Trust induction programmes for new staff are implemented and documented

8.Ensure current Network information is easily accessible for relevant stakeholders

9.Ensure consistent and equitable education and training services are delivered across the Network

Service Delivery and Improvement

1.Constantly review working practices in the servicedepartments in order to identify where operational improvements can be madeand make recommendations in response to the changing needs of the department.

2.Ensure appropriate mechanisms are established to enable the timely and accurate collection of relevant information.

3.To be responsible for the quality and timeliness of data collected across these networks from diverse sources and its effective use

4.Lead on the oversight and development of system databases and reporting

5.Responsible for analysing, interpreting and benchmarking information to influence policy development and implementation.

6.Responsible for developing and monitoring key performance indicators and presenting summary of performance with recommended action plan

7.Ensure the production and implementation of relevant policies and procedures for the networks as required

8.Comment on and assist the implementation of other policies as required

9.Responsible for identifying and developing relationships with new partner organisations throughout the Network to improve access to services for underserved populations

10.Ensure local commissioning groups are aware of key developments, responsibilities and requirements to deliver Network objectives

11.Undertake research and audit as required to ensure service development is evidence based

12.To regularly review the progress of the project and report to the project/network boards

13.Work with clinical leads/directors to ensure that research and audit is undertaken to provide crucial data for effective clinical governance

14.Responsible for managing budgets associated NHS England funded initiatives, relating to specific and time limited improvement projects. Post holder will work with Finance Business Partners to allocate funding and create business cases, as required

15.Create and submit financial reports to commissioners relating to NHS England funded initiatives

People Management and Development

1.As manager of networks, contribute to the development of relevant strategies, advising on the implications of the changing commissioning landscape, impact of the clinical reference groups and service specifications, the National Service Frameworks and other relevant policies and guidance. To work within national guidance and strategic policy and to help ensure that these translate into service development plans.

2.Work in partnership with commissioners, Trusts and other stakeholder organisations, managers and clinicians to ensure good working relationships. Lead on the development and implementation of a service delivery plan that will encompass the development of workforce, training and education, facilities and services, information and IT strategies

3.Provide general support to the clinical leads/directors, organising any associated events, work and drafting reports as necessary

4.Design and development of the processes, mechanisms and structures that will achieve collaborative working across these networks. Find practical solutions to any potential barriers, blockers or issues restricting the ability of the Networks to achieve key objectives

5.Assist in identifying mechanisms to ensure the development of equitable systems of care, which effectively reduces inequalities across the network whilst maintaining access and choice to services

6.Engage external stakeholders when required and present information internally to senior audiences.

7.Establish and oversee multi stranded work required to maintain an effective project board with project teams presenting complex or sensitive information for consideration and agreement

8.To lead defined service reviews, seeking to utilise best practice and standards whilst pro-actively embracing the local and national modernisation agenda

9.To identify and implement initiatives to support continuous quality improvements and modernisation of service delivery

10.To ensure continuous improvement of services for patients across the whole of the pathway. Monitor performance and report back through network board infrastructure to ensure improvements are made when required.

11.Identify and secure funding streams and have ideas ready to submit for new service development areas

12.Develop, coordinate and submit bids for the network in response to funding opportunities that may present and coordinate the implementation of any successful proposals

13.Support the development of internal business cases across the Network

14.Responsible for reporting to commissioners on the progress of any investments

15.Provide and receive sensitive information (non-clinical) to large groups/stakeholders (including members of the public and other organisations).

16.Ensure any Service Level Agreements, Memorandums of Understanding or contracts with external organisations are up to date and reviewed regularly

17.Contribute to the production of workforce plans that provide a staffing compliment which is qualified and able to meet service requirements

18.Practice an inclusive and adaptive leadership style ensuring involvement from all stakeholders, at all levels

19.Maintain and develop an environment and culture that improves health, safety and security of the work place, ensuring effective risk management strategies are implemented.

20.Act as a Champion for collaborative working models and processes within the Networks to ensure buy-in from relevant local stakeholders

Patient Care Delivery

1.Conduct regular reviews of testing and treatment pathways across networks to identify efficiencies and improvements to ensure equitable and accessible services for patients across the Network

2.Ensure patient feedback and patient voice surveys are used to develop services

3.Communicate and share latest treatment policy developments with appropriate members of staff across the Network

4.Identify gaps in service across the Network to prioritise keys areas of development

Essential criteria

1. Educated to degree level or experience gained to equivalent level
2. Experience of leading a developing service, within a complex environment
3. Able to manage services effectively (resources, people and performance)
4. Evidence of having championed diversity in previous roles (as appropriate to role)
5. Ability to influence, engage and motivate both internal and external stakeholders
6. Project/Programme Management Qualification
