Director Personnel and Training (Dir P&T) directs and develops the organisation for Branch Sustainability for the RN, RM, RFA and Maritime Reserves to meet the workforce requirements of the Service in peace, crisis or war in accordance with authorised priorities. Working for Workforce Professions Management Head (WFPM Hd), the Role Analysts (RAs) contribute by articulating the Service individual training requirement for the workforce and provide assurance to the Service stakeholders that proposed training fully considers the training requirement and highlight when it doesn’t. Purposes Primary Purpose: The Post Holder is to: Conduct Role Analysis leading to the production of, or amendment to, Role Performance Statements (Role PS) IAW WFPM Role Analysis Quality Management System (WFPM RA QMS). Advise the Training Requirements Authority (TRA) on the extent to which the proposed training solution in the form of Formal Training Statements (FTSs) meet the training requirements set in the Role PS, highlighting to the TRA when it doesn’t. Secondary Purposes The Post Holder is responsible for: Providing Defence Systems Approach to Training (DSAT) guidance and support to the RN TRAs. Conducting Quality Checks of Role PSs produced by other within the RA team. Acting as the General Service and Submarine Engineering Point of Contact (POC), for support and guidance, for the RA team. Conduct miscellaneous tasking relating to TRA responsibilities to training and DSAT, as directed by WFPM RA – TRA Coherence Head. Acting as a member of HMS Excellent Duty Watch, in the rate in which they hold. Line Management RA ENG is directly accountable to: WFPM RA - TRA Coherence Head for: The standards and practices in relation to RA and Role PS production. The maintenance of accurate and up to date records of training requirement endorsement, ensuring that audit trails are accessible. The mentoring of new Role Analysts, supporting their RA Induction. RA ENG is functionally accountable to: The individual WFPM TRA, whose projects they are assigned, for: The accurate articulation and maintenance of Role PSs and subsequent mapping of proposed training solutions. The timely progression and effective management of their individual tasks and projects. Supporting the TRA by providing information regarding the status of TRA owner DSAT documentation. Advising the TRA regarding the quality and acceptability of contractor produced TRA owned DSAT documentation. RA ENG is directly accountable to: HMS Excellent First Lieutenant (1Lt) for: The conduct of HMS Excellent duties. Reporting First Reporting Officer (1RO) is WFPM RA Res and Second Reporting Officer (2RO) is WFPM RA – TRA Coherence Head. Authority In the conduct of their primary and secondary purposes, RA ENG is authorised to liaise directly with MoD departments, NCHQ, Defence Training Establishments and associated Service and civilian organisations during routine business, as defined by these Terms of Reference. Tasks The Post Holder is to: Scope new RA tasking assigned, providing recommendations as to whether Role Analysis or partial Role Analysis is recommended or not recommended. Develop, review and amend Role PS. Maintain the Role PS Masterlist and Workplan to accurately reflect both individual and RA Team wide tasking. Provide assurance to the TRA that the training solution articulated in the FTS meets the requirement stipulated in the Role PS. Liaise with stakeholders in the conduct of RA. Ensure endorsed training requirements are passed over to the relevant training design organisation for Stage 1 Training Design and Development [2]. Conduct quality checks of Role PS developed by other analysts. Promote the role of RA within DSAT amongst training stakeholders. Act as a RA mentor to new joiners to WFPM RA.
