About the team
We’re looking for someone who is enthusiastic, curious and ready to get stuck in to join County Highways on a one‑year secondment.
This is a great chance to help shape what the future of our highways service looks like. There’s a lot happening—from exploring how AI can support the service, to working on Carbon Net Zero, wildflower planting, EV chargers and even filming permits on our roads. You’ll be helping us navigate new ideas and make sure we’re moving in the right direction.

About the role
As a Highway Policy & Strategy Officer, you will:
1. Give clear, reliable advice to managers, councillors, customers, and partners across County Highways.
2. Be the first person people come to when they have questions about our policies, standards or national requirements.
3. Talk to lots of different people—from Government Departments to senior leaders—and help explain things in a way everyone can understand.
4. Support the writing, updating and checking of our highway policies and strategies.
5. Help us spot risks and issues early so the service stays safe, efficient and well‑managed.

We’re looking for someone who:
6. Communicates clearly—whether speaking or writing—and feels comfortable working with senior colleagues and partners.
7. Can understand technical information but explain it in a simple, practical way.
8. Stays organised, manages their time well and can juggle different tasks when needed.
9. Cares about helping improve the service and enjoys working on new ideas or projects.
10. Has a good background in highway maintenance and understands the legislation and codes of practice that guide our work.
11. Can help create and update our strategies, policies and procedures.
12. Is able to give advice on things like budgets, legislation, health and safety, and other areas linked to highways.
13. Is open to using new technology and supporting digital improvements.
14. Is confident representing the Council at meetings and speaking up for our priorities.
