Hays Facilities Management is recruiting for an experienced Technical Services Manager / Authorised Person to lead hard service delivery across a multi‑site client portfolio in Oxford.This is a senior, technically focused role with full accountability for engineering performance, statutorypliance and safety across multiple buildings. You will act as the technical authority on site, leading engineers and specialist suppliers while ensuring high standards of service,pliance and asset performance.
Key Responsibilities
1. Lead and manage all hard FM services including M&E and statutorypliance
2. Act as the technical authority for site operations across a multi‑site portfolio
3. Full ownership of Environmental, Health & Safetypliance for direct teams and supply chain partners
4. Manage Authorised Person responsibilities, including pressure systems and confined space
5. Ensure safe systems of work, permits, isolations and emergency procedures are in place and followed
6. Lead incident investigations, root cause analysis and regulatory reporting
7. Ensure all mandatory training ispleted, including PPE, LOTO and confined space
8. Oversee PPM delivery, reactive maintenance and asset performance
9. Manage engineering teams, supervisors and specialist subcontractors
10. Maintain accuratepliance records, audits and site documentation
11. Deliver services in line with contractual scope, managing site‑specific variations
12. Support budget control through performance metrics and operational reporting
13. Use CMMS systems for work order and maintenance management
14. Act as a key technical point of contact for stakeholders and clients
Skills & Experience Required
15. Degree‑level qualification or relevant industry professional qualification
16. Authorised Person status for pressure systems
17. Authorised Person status for confined space
18. Industry recognised Environmental Health & Safety qualification
19. Membership or affiliation with a relevant professional body
20. Strong background in hard FM and engineering delivery
21. Proven experience managing engineering teams and suppliers
22. Sound knowledge of current legislation,pliance and statutory requirements
23. Strongmunication, influencing and stakeholder management skills
24. Good understanding of sustainability, energy and environmental impacts
25. CMMS experience preferred
