Team safety and security is paramount, therefore this roleis critical.

You will have a key strategic role in developing anddelivering service strategy, implementing and assuring best practice, managingsystems and processes to improve safety, and provide advice to Senior Teams,Care Groups, partner organisations on compliance with safety and securitymanagement.

You will liaise with key partners to drive service growth,lead on key project works, support training and development programmes, andmanage a team of expert staff.

Your portfolio will be wide ranging andexciting. While you may not come with expertise in all areas, you may offer amix of expertise in some and working knowledge in others, we will support youto develop your knowledge and skills to a higher level.


Main duties of the job

The post holder will lead an expert team with responsibilityfor ensuring Health & Safety, Fire Safety and Security Services areprovided in line with all applicable legislation, CQC Fundament Standards ofCare, Health Technical Memoranda, NHS and applicable professional and industrystandards.

Using your expert knowledge and experience, you and yourteam will work with, and provide advice to, Trust managers, colleagues andpartners as well as leading on the development, delivery and coordination oftraining for colleagues.

You, and your team, will work closely with staff at alllevels to ensure confidence in the Trust's Health & Safety, Fire Safety andSecurity provision. Partnerhsip working with Trust teams is essential as wecover a large geographical area with staff working in multiple buildings,across our own and service partner's buildings.

You, and your team, will be responsible forprompt and thorough investigation of Health & Safety, Security and Fireincidents (including those of violence and aggression against staff), foridentifying and implementing learning and remedial actions and, whereappropriate, supporting department line managers to implement learning.

We provide hospital services from two acute sites - Darlington Memorial Hospital and University Hospital of North Durham. We have a centre for planned care in Bishop Auckland and provide care from community hospitals in Chester-le-Street, Shotley Bridge, Barnard Castle, Sedgefield and Weardale as well as over 80 other community based settings and providing care in patients' homes.

Job responsibilities

The Health, Safety and Security Manager will:

advise relevant external partners, agencies and regulatorson matters relating to health and safety, fire safety, security and VPRincluding: local police contacts, other care providers, PFI partners, estatescontractors, service suppliers, the HSE and local authorities.

ensure the implementation of best practice throughout theTrusts Security, Fire and Health & Safety systems and processes.

be responsible for the day to day leaderhsip, managementand strategic development of all services within their portfolio, balancing theneed for proactive service development and strategic leadership against thereactive demand of operational responsibilities and stakeholders.

provide professional and managerial leadership to staffwithin the department and advise the Head of Assurance and Compliance andSenior Associate Director of Assurance and Compliance of technical andenvironmental issues in relation to areas of responsibility.

work independently guided by applicable legislation,regulations and organisational policies and specific local and nationalguidelines, advising how these should be interpreted and implemented.

assimilate and summarise complex, multi-stranded,sensitive and sometimes contentious information, comparing facts and analysinsituational data from a range of sources, developing options and assessingrisks and opportunities to the organisation and making recommendations to:

o facilitatedecision making by directors and senior managers, and

o to assurestatutory committees such as the Health and Safety Committee of the Trustsadherence to legislation or risks arising.

proactively manage the budgets for services (staff,contracts and software) within the remit of this post, ensuring thatexpenditure remains within agreed limits and strategies for resourceutilisation.

be responsible for the prompt and thorough investigationof all security and health and safety incidents (including incidents ofviolence and aggression against staff), taking account of their severity, andfor the identification and implementation of learning and remedial actions. Inthe case of VPR incidents, this will also include supporting line managers ofthe departments, and individual staff members, impacted by incidents throughany next steps.

negotiate with suppliers of security and lone workerservices, and with contractors and partner organisations to ensure value formoney for services within their portfolio and robust assurance of compliancewith health and safety legislation where necessary.

line manage the Health and Safety Team, includingappraisal and development of team members and supporting their wellbeing.


Person Specification


Special Requirements

* Able to travel across Trust sites to meet the requirements of the post.


Qualifications

* Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
* Management qualification or demonstrable management skills including effective people management including performance management and development.
* NEBOSHH Diploma or equivalent qualification / demonstrable Health & Safety experience
* Evidence of continuing professional development (CPD) a or equivalent qualification / demonstrable H&S experience
* Evidence of continuing professional development (CPD)
* Further NEBOSHH, COSHH and similar qualifications
* Relevant qualifications in security management and in violence, prevention and reduction.
* Previous experience within Support Services in a healthcare environment


Statutory Registration

* Membership of local / regional H&S and Security Forums


Experience

* Proven track record of delivering operational health, safety and security services at managerial level for a significant period of time
* Experience of negotiating and management supply contracts
* Experience of leading on, and developing and implementing health, safety and security policies including training, risk assessments, strategies and plans
* Experience in collaborative working with partners and stakeholders to implement effective health and safety, fire safety, security and VPR responses
* Experience in supervising/training and managing staff and dealing with complex staffing issues
* Experience of working within a unionised environment


Special Skills and Knowledge

* Expert, specialist knowledge of relevant health and safety legislation, health technical memoranda.
* Experience of Security Management at a senior level
* Understanding of the national violence and aggression agenda and emerging good practice
* Natural & enthusiastic team leader with ability to motivate and develop staff
* Ability to prioritise work load and delegate as required
* Committed to quality customer care/delivering excellent customer service
* Effective interpersonal skills
* Evidence of effective communication skills and demonstrate both excellent verbal and written comprehension skill
* Ability to maintain and develop communication links with senior officers in other organisations
* Knowledge of Data Protection and Caldicott Principles and demonstrate understanding of confidentiality and the associated legal and policy requirements
* Able to use own initiative to resolve routine queries, in line with departmental procedures.
* Able to work independently following set procedures.
* Able to organise own workload and prioritise, often under pressure and demonstrate good time management skills
* Flexible approach to work and adaptable to change
* Ability to support staff through periods of organisational change
* Policy review and development
* Ability to analyse and interpret complex, sensitive and potentially contentious information to identify and recommend proportionate and effective next steps.
* Knowledge and understanding of CQC fundamental care standards NHS security management standards and the national violence prevention and reduction standard
* Security management experience in a public sector / healthcare environment
