Job title: Projects and Contracts Officer. Location: Barnsley Council, Resilient Communities Team. You will work with partners to deliver services and outcomes for residents, with a focus on complex programmes including domestic abuse, drugs and alcohol strategies, and supported housing.
About The Post
An opportunity has arisen to work in our Resilient Communities Team as a Projects and Contracts Officer. We are looking for candidates with a passion for improving the lives of our residents, with vision and the ability to work effectively with partners to deliver excellent services and outcomes for our customers. A comprehensive understanding and experience of working in a complex environment, planning and co-ordination, the commissioning process, contracting and performance monitoring is required. The postholder will work within a portfolio that includes the management and delivery of the domestic abuse and the drug and alcohol strategies and the commissioning of associated services and projects. Supported accommodation for those with multiple needs and for those experiencing domestic abuse is also included in this portfolio. The post holder will report to the Team Leader. The role will require the ability to manage complex programmes and have experience of responding to the requirements of external funding bodies which will include performance management and financial accountability. You will assist in the development of local strategies and plans to improve outcomes for our residents, working in partnership with our service providers to investigate and develop innovative service delivery models to meet the needs of vulnerable people. This role will work predominately across the combatting drugs and supported housing work programmes. These programmes are inherently complex and subject to ongoing changes; consequently, comprehensive understanding of the National Drug Strategy is essential, including familiarity with relevant research and guidance that informs the provision of alcohol and drug treatment and support services—such as OHID and NICE guidance and recommendations. Awareness of policies and legislation pertaining to supporting individuals with complex needs, particularly those residing in temporary supported accommodation, would be highly beneficial. Additionally, knowledge of the National Drug Treatment Monitoring System (NDTMS) would be advantageous.
