Job description


The post holder will be responsible for all property related assets and lease agreements that are in use by the VCA and related maintenance budgets.

The post holder will ensure that the buildings and associated services provide optimum support to the VCA to enable the Agency to meet its core objectives. The main activities include building fabric maintenance, managing building services, managing support services, space management, procurement and utilities management of all the VCA sites. A Total Facilities Management (TFM) contract is in place and the post holder will manage this. The post holder must ensure compliance with all relevant statutory regulations, DfT/ government guidelines and industry best practice.

Your main duties will include but will not be limited to:

* The monitoring of contract and supplier performance, implementation of appropriate commercial management tools and techniques to ensure delivery whilst ensuring value for money is achieved. This includes management of the TFM contract, liaising with our parent Department as part of this
* Business continuity planning and conducting regular exercises to test and amend plans if necessary
* The daily planning, organisation and execution of Health and Safety activities across the Agency. Assessing risks and advising on policy requirements, Act as the focal point for the provision of Health & Safety advice to all staff
* Investigating accidents/incidents/near misses on Agency sites. Implementation any changes to policies and procedure that may be required following the results of an investigation
* Advising all members of the Agency on delivering sustainable services. Oversee the performance indicators detailed within the Sustainability Strategy
* Responsibility for the management of the pool car fleet, ensuring that all statutory and legislative requirements are met. The fleet should be fit for purpose and meet customer needs in the most efficient and cost-effective way


Person specification


Required experience:

To be successful in this role you will need to have the following experience:

* Extensive knowledge of industrial/commercial facilities and the management of assets and buildings for all associated hard and soft service provisions.
* Extensive experience of Health and Safety Management Systems, Risk identification and workplace H&S in both engineering and office environments.
* In depth knowledge of Facilities Management Systems and Maintenance Systems
* In depth knowledge of Term Service Contracts and their practical application.
* Knowledge and experience of compiling procurement specifications and associated tendering processes.
* Knowledge and experience in legislation related to Health & Safety, Sustainability Facilities and Fleet management.

Working hours, office attendance and travel requirements

Full time roles consist of 37 hours per week.

This role does not offer flexible working, and the successful applicant will be expected to attend the office five days a week.

• National Examination Board in Occupational Health and Safety (NEBOSH) Certificate or Institution of Occupational Health and Safety (IOSH) qualification


• Institute of Workplace and Facilities Management (IWFM) to level 4 or 5 or significant, demonstrable experience in the profession


• COSHH awareness training or significant demonstrable experience

The selection process for this role will be:

Stage 1: Sift of CV and personal statement

Stage 1: Sift

In this stage, we carefully review all applicants CV & Personal statement to shortlist candidates who meet the experience indicators (listed below) and possess the necessary qualifications. Further details around what this will entail are listed on the application form.

At sift, you will be assessed against the following Success Profile elements:

Experience – you will be asked to provide a CV (unlimited wordcount) and personal statement (1000-word count). Please provide evidence of your Experience of the following:
