Job Description: PEACEPLUS Project Financial Administrator
Supported by the PEACEPLUS Programme, managed by the Special EU Programmes Body (SEUPB).
Positions: 1 x PT Position
Organisation: South East Fermanagh Foundation (SEFF)
Location: Lisburn (Thursday), with 2.5 hours flexi
Salary: NJC SO2 Pt 26 - £31,307 gross per annum, funded until 30th June
Hours: 32.5 hours
Reports to: Finance Manager
Background
The PEACEPLUS Programme is a cross-border funding initiative aimed at promoting peace, stability, and prosperity in Northern Ireland and border counties of Ireland. Managed by SEUPB, it builds on the PEACE IV programme's achievements.
The programme is supported by the EU, UK Government, Northern Ireland Executive, and Irish Government. It encompasses six themes, including Theme 4 (Healthy and Inclusive Communities), which focuses on victims and survivors of conflict.
Purpose of the Role
The Project Financial Administrator will oversee financial management and administrative support for the VSS – PULSE Project, ensuring robust risk management, control, and governance. They will serve as the primary financial and administrative advisor to the organisation, working closely with VSS and SEUPB to meet project deliverables.
Responsibilities
* Manage the project's finances, including budgeting, cash flow, reporting, and claims.
* Maintain cloud-based accounting software, ensuring accurate data entry and tracking.
* Support reconciliations, accounts payable/receivable, and financial reporting.
* Process payroll, ensuring statutory compliance and accurate records.
* Adhere to financial procedures, controls, and governance for public funds.
* Assist with month-end closure and produce management accounts.
* Oversee reconciliations and prepare financial returns to SEUPB and VSS.
* Coordinate claims submissions with VSS and external controllers.
* Manage procurement in line with SEUPB rules, ensuring value for money.
* Support budgeting and monitor expenditure.
* Distribute payments timely and prepare monitoring data.
* Provide finance and admin support across teams.
* Respond to office management needs and perform other duties as assigned.
Candidate Requirements
By application closing date, candidates must demonstrate:
* Part-qualified status in one of the specified professional bodies or equivalent, or fully qualified accounting technician.
* At least 2 years' experience in areas including budget management, cloud accounting software (e.g., Xero), payroll processing, Excel reporting, month-end closure, audit processes, and cross-departmental finance support.
Alternatively, candidates with 5+ years of relevant experience in these areas are also eligible.
