The ONS operates a flexible hybrid working model across the UK, with colleagues linked to one of our contractual locations working between office and remote throughout the week. The locations for this role are Newport, Titchfield (Fareham).

All colleagues are required to work from their contractually allocated site for at least 40% of their working time.

The induction process for the role may be conducted in person.

Job Summary

ONS is the UK’s largest producer of official statistics, producing outputs on key economic, social and demographic topics. These range from measuring changes in the value of the UK economy to estimating the size, distribution and characteristics of the population including migration. We analyse health, inequalities, crime and much more to paint a picture of the UK on which to base decisions for the future. As a world-leading statistics institution we also support the statistical capability required to monitor the United Nations Sustainable Development Goals in other countries worldwide.

Legal and Data Services (LDS) sits within the Policy and Strategy division of the UK Statistics Authority (UKSA) and has responsibility for data policy, governance and legislation across the organisation. We provide expert advice and training on Data Protection, legislative compliance and data ethics, as well as oversee the accreditation of people, projects and processors in line with the Digital Economy Act 2017 (DEA).

Job Description

We’re looking for a passionate and driven individual to lead the design, management, and delivery of cutting-edge policy in the areas of data ethics and the accreditation of researchers and projects under the Digital Economy Act (DEA). In this pivotal role, you’ll champion the responsible use of data in public good research, ensuring it is accessed and analysed in ways that are legal, ethical, and impactful.

You’ll be at the heart of a team that empowers researchers and Trusted Research Environments (TREs) across the UK, providing expert guidance and support to unlock the full potential of data for statistical analysis and societal benefit.

Beyond national borders, you’ll also play a key role in advancing the UK Statistics Authority’s (UKSA) leadership in data ethics and access on the global stage—helping to position the UK as a world leader in ethical research and statistical innovation.

As a team leader, you’ll manage a small, talented group of 1 to 3 staff members, and build strong, collaborative relationships with stakeholders across UKSA, government, and the wider research community.

Responsibilities


* Oversight of the Ethics service forming part of the accreditation operations undertaken under the DEA Research powers, dealing with ethical assessment escalations, as well as maintaining oversight of the NSDEC submissions.
* Collaborating with teams across government and the wider research community to understand and evaluate the effectiveness of the Ethical frameworks alongside the wider Accreditation access gateways.
* Assist with engagement with TREs, Government Departments, and the research community to improve awareness of the Ethics frameworks.
* Lead the Secretariat function for the National Statisticians Data Ethics Advisory Committee (NSDEC), a non-executive committee established to advise the National Statistician on the access, use and sharing of public data, for research and statistical purposes.
* Lead the development of the teams applied data ethics services and policies and guidance, nationally and internationally, so that they continue to be innovative and world leading.

The assessment process at the application stage will be based on your work history, skills, experience, CV, and personal statement. It is important that your application is tailored to highlight the skills, knowledge, and experience relevant to the role.

If a personal statement is required at application stage, it will state the maximum wordcount allowed, which should not be exceeded. Where it is a requirement to make a personal statement, you should provide evidence for each essential skill criterion listed in the person specification. As these criteria are scored, it is advisable to give clear examples for each one, including the impact of your actions, ideally utilising the STAR technique (Situation, Task, Action, Result).

Please note that Success Profiles Behaviour examples are not required at this stage of the application process.

In instances where a high number of applications are received, the sift pass mark may be adjusted, and candidates will be invited to interview based on merit order, i.e., those with the highest scores.

Stage 2 – Interview

Interviews will be conducted via Microsoft Teams.

Our main locations are Newport (South Wales), Titchfield and Darlington.

A reserve list may be held for a period up to 12 months from which further appointments may be made.
