The Role
Support the delivery of stakeholder engagement and consultation activity across the Directorate of Airspace & ATM Infrastructure (DAATMI), with a primary focus on the transition toward next‑generation standards, interoperability frameworks, and any future adoption of new policies.
You will contribute to the design and delivery of engagement activity that enables stakeholders to understand, shape, and respond to emerging regulatory and policy developments, including those relating to airspace modernisation, future surveillance, and integration of new and existing airspace users.
The role will support engagement across DAATMI, including Airspace, ATM and Aerodromes (AAA), ensuring a joined up and consistent approach to stakeholder engagement across complex and interdependent programmes.
Stakeholder Engagement Delivery
* Deliver stakeholder engagement activity in support of FATMANS programmes, including future surveillance, interoperability, and airspace integration initiatives
* Support the development and implementation of engagement plans, ensuring activity is proportionate, targeted, and aligned to programme objectives
* Engage a broad range of stakeholders including General Aviation, commercial operators, UAS operators, manufacturers, ANSPs, airports, and government partners
Consultation & Evidence Gathering
* Support the design and delivery of consultation and pre‑consultation activity, including preparation of materials, stakeholder mapping, and identification of appropriate engagement channels
* Deliver engagement activities such as workshops, surveys, and stakeholder meetings to gather evidence and insight
* Analyse stakeholder feedback and contribute to consultation responses, policy development, and decision‑making processes
* Communications & Content Development
* Develop clear and accessible engagement materials that translate complex technical and regulatory concepts into plain English
* Contribute to integrated engagement and communications campaigns across digital, social, and in‑person channels
* Ensure messaging is consistent and aligned across Future ATM & ANS and wider DAATMI programmes
Cross‑DAATMI Coordination
* Support coordination of engagement activity across DAATMI, including AAA programmes, to ensure alignment and reduce duplication
* Work collaboratively with policy, technical, legal, and communications teams across the CAA
* Contribute to the development and continuous improvement of stakeholder engagement approaches and best practice
Stakeholder Interface & Representation
* Represent the CAA at stakeholder meetings, workshops, and industry forums as required
* Support senior colleagues in managing stakeholder relationships, including preparation of briefings and follow‑up actions
* Act as a point of contact for stakeholder queries within defined areas, escalating more complex or sensitive issues appropriately
About You
Minimum essential requirements for the role:
* Experience in stakeholder engagement, consultation, communications, or policy delivery within a complex environment
* Experience supporting or delivering engagement activity involving multiple and diverse stakeholders
* Strong written and verbal communication skills, with the ability to communicate complex information clearly and effectively
* Ability to build and maintain effective working relationships across internal teams and external stakeholders
* Strong organisational skills, with the ability to manage multiple workstreams and priorities
* Ability to analyse stakeholder feedback and contribute to evidence‑based outputs
* Collaborative and proactive approach, working effectively within multidisciplinary teams
Desirable skills for the role:
* Experience in aviation, aerospace, transport, or other regulated sectors
* Understanding of airspace modernisation, ATM/ANS, or emerging aviation technologies
* Experience supporting consultation processes or regulatory policy development
* Awareness of UK government or regulatory stakeholder environments
* Strong interpersonal skills and ability to influence at all levels.
* Confident public speaking and presentation skills
* Experience with stakeholder models and ROI tracking for engagement campaigns
Additional Information
For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.
