Organizational Setting

Under the direction of the Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country‑specific and regional projects and programmes by identifying priority areas, developing objectives, activities and deliverables, setting timelines and specifying budgetary requirements.

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various civil aviation fields and manages the ICAO Roster of Experts.


Major Duties and Responsibilities


Function 1 (Including expected results)

Leads the FAL IPack Team in reviewing or creating a comprehensive framework for the implementation and compliance monitoring of Annex 9 standards, achieving results such as:

* Verify the existence of effective and comprehensive legislation to enable regulation and oversight of facilitation SARPs.
* Confirm the existence of regulations to ensure that personnel performing facilitation oversight functions are empowered to access the aircraft, operations, facilities, personnel and associated records.
* Verify whether quality control personnel are independent from the entities being monitored and free of any commercial or operational influences.
* Guide the State in establishing a department and/or organisational unit responsible for facilitation.
* Advise the State in the financing, staffing, training and organisational structure of the department responsible for facilitation oversight.
* Verify the availability of sufficient human and financial resources to support the implementation of facilitation SARPs.


Function 2 (Including expected results)

Leads the FAL IPack Team in establishing quality control activities to ensure ongoing compliance with the standards, achieving results such as:

* Verify the existence of an effective quality control programme.
* Review and verify whether the oversight activities ensure compliance with national and Annex 9 SARPs.
* Confirm the availability of tools and procedures for conducting quality control activities and resolving identified deficiencies.
* Prepare guidance material including templates and checklists for use in the preparation, conduct and reporting of oversight activities.


Function 3 (Including expected results)

Leads the FAL IPack Team in developing an effective monitoring and evaluation mechanism to assess compliance and identify areas for improvement, achieving results such as:

* Verify the existence of a methodology for planning, scheduling and determining the scope of audits and inspections including frequency of such activities.
* Assess the adequacy and effectiveness of compliance monitoring activities.
* Create/review implementation and compliance checklists used for the conduct of facilitation audits and inspections.
* Verify the effectiveness of enforcement actions.
* Advise the State on the creation and maintenance of a record management system that registers, monitors and analyses quality control activities performed and deficiencies identified.


Function 4 (Including expected results)

Leads the FAL IPack Team in fostering collaboration among all relevant stakeholders to ensure the successful implementation of Annex 9 standards, achieving results such as:

* Review reporting and coordination mechanisms between the Civil Aviation Authority (CAA) and other key facilitation stakeholders.
* Review roles and responsibilities of the national agency leading facilitation.
* Review and update the roles and responsibilities of key national facilitation stakeholders.
* Review any existing NATFP stakeholder engagement strategy and plan to ensure coordination between relevant ministries, agencies and industry.
* Confirm the existence of nominated Facilitation Focal Persons and their alternatives from relevant Ministries, Departments and Agencies (MDA) and operators.
* Verify the presence of an effective communication plan between the government and the civil aviation industry regarding NATFP targets and objectives.


Function 5 (Including expected results)

Leads the FAL IPack Team in enhancing the knowledge and skills of national regulatory bodies and stakeholders on Annex 9 standards, achieving results such as:

* Verify whether there are established knowledge and competency requirements for persons carrying out quality control activities.
* Verify whether there are established requirements for all entities to develop and implement facilitation training programmes for their personnel with responsibilities under the NATFP.
* Advise the State in the training requirements of the department responsible for facilitation.
* Confirm whether the training policy/programme for national facilitation oversight personnel is adequate to acquire and maintain the required level of knowledge and competence in facilitation.
* Verify the availability of sufficient financial resources to support the implementation of facilitation training.


Function 6 (Including expected results)

Coordinates, organizes, manages and reports on the successful deployment of Establishing National Facilitation Oversight Mechanisms iPack, achieving results such as:

* Provide advice to the authority convening the iPack team composed of relevant national officials.
* Prepare for the successful start of the iPack deployment such as gaining access to all iPack materials and information, familiarise with all iPack materials, gather stakeholders’ contact information, obtain briefings from ICAO HQ FAL and CDI, ICAO Regional Technical Officers and iPack State Focal Point, prepare PPT presentations, organise and conduct the kick‑off meeting and closing meeting.
* Analyse any needs assessment or survey and prepare the iPack work plan accordingly in coordination with Regional Technical Officers for the approval and signature by the Senior Manager of the authority to which the iPack is deployed.
* Coordinate the list of course participants with the State Focal Point and submit it to ICAO CDI.
* In addition to regular work sessions, upon request from the iPack team, prepare for and conduct meetings.
* Prepare the iPack Deployment Report on the objectives achieved, lessons learned and additional deficiencies identified.
* Include in the iPack Deployment Report a consolidated data report depicting the various elements pertaining to the establishment of a department and/or organisational unit responsible for facilitation.
* Define follow‑up actions required and suggested approaches to achieve objectives that could not be achieved during the deployment.
* Provide recommendations for the development of any additional technical assistance and cooperation projects to address the needs of the State.
* Ensure that the iPack Deployment Report is well edited and formatted.
* Obtain the approval of the iPack Deployment Report from ICAO Regional Technical Officers, ICAO HQ FAL technical focal point and iPack State Focal Point.
* Debrief ICAO at the end of the assignment and provide recommendations for improving the iPack delivery model.

Qualifications and Experience


Education

A first‑level university degree, preferably in transportation, international affairs, public/business administration, security, law or a related field.


Professional Experience


Essential

* Extensive experience (seven years or more) at a senior level in the field of facilitation in a national government, agency/authority and/or international organisation.
* Experience (five years or more) with establishing and successfully operating the national air transport facilitation programme, National Air Transport Facilitation Committee and Airport Facilitation Committees.
* Extensive experience (ten years or more) in and sound knowledge of the regulatory aspects of facilitation.
* Experience in ICAO audit programmes.
* Substantive experience in international collaboration within facilitation and border management.
* Experience in inter‑relationship of all facilitation programmes.
* Experience in emergency preparedness and response in civil aviation.


Desirable

* Experience in drafting procedures, manuals and/or regulations for facilitation.
* Experience in public health related to preparedness planning and response to public health events that impact the aviation sector.
* Experience in the airport and/or airline operations.
* Experience in border management.
* Demonstrated ability to work effectively from home.


Languages


Essential

* A good command of oral and written English.


Desirable

* Knowledge of any of the other languages of the organisation (Arabic, Chinese, French, Russian or Spanish).

This is a prospective position intended for experts interested in consultancy contracts (short and long term). Evaluation of qualified candidates may include an assessment exercise followed by a competency‑based interview.
