We offer an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme to support risk mitigation, resolve barriers, and ensure value for money.
We seek someone with a proven track record in managing complex financial information, collaborating across teams, and driving value for money and ongoing investment.
Key Tasks include:
* Understanding the financial and economic foundations of the Programme’s business case and spending review bids.
* Aligning programme deliverables with strategic objectives and managing change control processes.
* Supporting the Programme Manager in ensuring changes to Time, Cost, and Quality are managed and affordable.
* Managing stakeholder queries and delivering regular financial and programme reports.
* Assisting with investment and funding activities.
* Ensuring compliance with governance and assurance standards.
* Supporting business management through whole life cost allocations.
The Team:
You will work within the Digital, Innovation and Programmes team, responsible for digital strategy and its implementation. You will collaborate with Defra shared services and third-party suppliers to deliver user-centered digital services that are efficient, simple, and fast.
Essential Skills and Experience:
* Experience in fast-paced, dynamic programmes.
* Proficiency in Microsoft products (Excel, SharePoint, PowerBI).
* Experience managing complex financial data.
* Understanding of financial planning, including charge funding, CDEL, and RDEL.
* Experience with business cases, EA and Defra approval processes, and change control.
* Knowledge of governance around spend control and assurance.
* Proven ability to engage stakeholders, drive innovation, and contribute to delivery.
