Job Role: Enforcement Service Manager

6 - Month ongoing contract
Your Role
* To performance manage a team of in-house Enforcement Agents and Compliance Officers who will provide a high standard debt collection service in a consistent and customer centric manner.
* To prepare performance targets for the staff within the Enforcement team, ensuring all staff meet the minimum targets, monitor and review staff performance, identifying training needs and arranging training and development as required.
* To manage information in relation to the team’s performance and to ensure compliance with the targets set for the team. To provide performance reports to the Head of Revenues and other audiences as required.
* To be responsible for ensuring the Enforcement team achieves their income targets. Monitoring the budget of the team and reporting progress on income to the Head of Revenues. To be responsible for ensuring customers are charged the correct enforcement fees and to have the discretion to reduce or waive fees as deemed appropriate.
* To be responsible for the correct issuing of all enforcement documentation and to ensure all Enforcement Agent is in accordance with the required legal framework. To authorise the removal of goods from residential and business premises if necessary.
* Have a detailed knowledge of all aspects of Council Tax and Business Rates legislation and enforcement legislation relating to Council Tax, Business Rates, and any other debts to be recovered.
* To be responsible for dealing and responding to complex queries on accounts in an accurate and timely manner. To respond and communicate on enquiries from Councillors, MP’s, solicitors, Court Officials, Government departments within the prescribed timescale.

* Demonstrates a good understanding of the political structure and role of elected members
* Ability to work collaboratively both with own service and across other services
* As a regular and intrinsic part of this role required you to speak to members of the public in English, the ability to converse at ease, politely and courteously with customers and provide advice in accurate spoken English is essential and consistent with the requirements of this role.
Desirable:
* Previous experience of leading on the set up of a debt recovery and enforcement team
* Local Government based professional collection/assessment qualification.
* Location: Home based, with occasional travel to operational sites.
