HomelessInterventionCaseworkerTheroleofHomelessInterventionOfficerisastatutoryrolespecificallyfocusedoninterveningearly,preventinghomelessnessandmanagingourcrisisresponseaimsofalleviatinghomelessnesswherethishasoccurred.Workingdirectlywiththoseaffectedbyhomelessnessby: -HomelessInterventionCaseworkerTriagingnewapproachesandprovidingqualityadvicetodelayorstophomelessnessinitstrackstoallgroupsofcustomersincludingvulnerablecustomerswhoareinpriorityneed,undertakesassessmentstounderstandthecouncil'sduty -HomelessInterventionCaseworkerUndertakesallnecessaryenquiriesandpreventionactivityviaPersonalhousingPlans -HomelessInterventionCaseworkerMakesandchecksstatutoryhomelessdecisionswhicharesubjecttolegalchallenge -HomelessInterventionCaseworkerWorkcloselywithinternalandexternalpartnersandagenciestoresolvehomelessness -HomelessInterventionCaseworkerAssesseswhorequiresTransitionalAccommodation-TheyensurethatthecouncilmeetstherequirementsofPart7,HousingAct1996andHomelessReductionAct. -HomelessInterventionCaseworkerConsideringSafeguardingissuesandreferrals,especiallyconcerningchildren,olderpeopleandthoseclaiminghomelessnessduetodomesticabuse. Conductingfullassessmentofalleligibleapplicantswhopresentashomelessorthreatenedwithhomelessnessandissuenotificationlettersinaccordancewiththelegislation. Workcollaborativelywithapplicantstodrawupanagreedpersonalisedhousingplansandcontinuallyreviewtheplanbyupdatingtheadviceandsupportprovidedtotheapplicants. Assistindeliveringacomprehensiveandproactivehomelessnesspreventionandadviceservice. Liaisingwithfriendsandfamily,landlords,lettingagents,GeneralPractitioners,HealthCareworkers,internalandexternalpartnersintheprocessofpreventingorrelievinghomelessnessanddeterminingdutiesowedtoapplicants. Takingallreasonablestepstorelievehomelessnessirrespectiveofpriorityneed. ConductingassessmentinterviewsatCouncilofficesandmakinghomevisitstohomelessapplicants. Applyandimplementhomelessnesslawsandthecodeofguidance,includingtheHousingAct1996,theHomelessnessAct2002,theHomelessReductionAct2017andotherrelevantguidanceandlegislationwhilstcarryingoutassessmentsofapplicantshousingandsupportneeds. Explainthefullrangeofhousingsolutionsavailabletocustomerstohelppreventorrelievehomelessnessaswellasmediatetohelpresolvepotentiallyhomelesscasesirrespectiveoftenure(excludingfearofviolence). Ensurefullandaccuraterecordingsofclientsdetails,alladviceandsupportprovidedandmaintainaccuratewrittenandcomputerrecords,reportsandothermonitoringinformationasrequired,inconnectionwiththevariousdutiesandcasemanagementandinlinewithrelevantpoliciesandprocedures. Tomanageclientsexpectationsadvisingastopotentialhousingsolutionsincludingprivaterentedandhostelaccommodationandastothelowersupplyofsocialhousingcomparedtodemand.Toundertakeaholisticassessmentofcurrenthousingissuesandseekoutappropriatesolutionswherepossibleatanearlystagetopreventhomelessnessandwherepossiblepreventtheuseofinterimaccommodationbypreventinghomelessness. YoumayneedtomakereferralstotheMentalHealthorotherrelevantprofessionalpanelsandtoattendorparticipateincaseconferencesasrequested. TokeepuptodatewithrelevantcaselawparticularlyinrespectofthetestsofvulnerabilityandpriorityneedandwithreferencetoresponsibilitiesundertheEqualityActandCareActs. Toidentifyandrefercasestothehomelessoutreachworkers/services,e.g.thosewithahistoryofroughsleepingorcomplexneedswhereresettlementisneededtoenablerehousingbysocialorotherhousingproviders. Youwillbeworkingcloselywiththetemporaryaccommodationteamtosupporttheclientwithrehomingtopermanentaccommodation. YouwillprovideinformationtoclientsontheoperationoftheCouncilsHousingRegister,adviceonahouseholdspositionontheregister,extendingareasofchoiceandprospectsofassistancewithhousingandupdatesystemsasnecessary.Youwillberequiredtocompleteassessmentsonsuitableaccommodationforapplicantsfortemporaryorlong-termaccommodationtoendthehomelessduty. Thisroleislikelytobetwodaysintheofficeperweek,candidatesmustbeabletoattendCBCofficelocationswhenrequested.Therewillbearequirementtoattendteammeetingsasandwhenrequired.
