The Associate Economist will support the EBRD's policy engagement and technical cooperation efforts in the mining and critical raw materials (CRM) sectors, focusing on alignment with investment operations. Based within the Competitiveness and Governance (Corporate Sector) team in the Policy and Strategy Delivery department, under VP Policy and Partnerships (VP3), the role involves active participation in cross-functional project teams, including members of the Legal Transition Team (LTT), regional policy units, and the Natural Resources Banking team. The Associate Economist will contribute economic expertise to policy dialogue and technical assistance (TA) initiatives, such as corporate and sector reform programmes leveraging frameworks like JUMP (Junior Mining Programme) and SMART (SOEs Management Assistance for Reform and Transformation).

Accountabilities & Responsibilities:

* Participate in cross-functional project teams to engage in policy dialogue with government authorities, sector regulators, and stakeholders related to mining sector investments.
* Design and implement policy activities at corporate and sector levels, conduct needs and gap assessments, and prepare negotiations for reform objectives.
* Draft Terms of Reference (ToRs) for consultancy assignments and manage consultant selection processes according to EBRD procurement rules.
* Oversee TA project implementation, monitor deliverables, and ensure quality of outputs.
* Contribute to sector diagnostics, policy papers, and country strategies using data and economic analysis.
* Engage with international financial institutions, development partners, and civil society to promote coordination and knowledge exchange.

Qualifications include a Master’s degree in Economics, Development Studies, Public Policy, Natural Resource Management, or a related field, with relevant experience in a multilateral, government, or consultancy environment. Knowledge of the mining sector, especially concerning critical raw materials, strong analytical and policy skills, and experience managing policy dialogue and TA projects are essential. Desirable skills include experience in emerging markets, ESG issues, and project finance or investment processes in natural resources. Excellent communication skills in English are required, with additional language skills considered advantageous.
