You will be a key member of the Transport Planning team within the Transport Planning Unit of Place Services, assisting with the provision of Transport Planning functions and projects in the Falkirk Council area.
Key duties and responsibilities include:
* Assisting with the implementation and monitoring of the Council’s Local Transport Strategy and assist with the Local Development Plan.
* Providing analysis and feedback to the Council’s Development Management team and developers on proposed developments/planning applications including trip generation and junction suitability, swept path analysis and recommending and active and sustainable interventions required;
* Providing professional advice and comment on transport issues relating to major development.
* Management of Council’s transport survey programme and budget, including the supervision of casual and contract staff and maintenance/ update of databases.
* Assisting with Council’s input and access to national traffic / trip generation databases.
* Assisting with risk assessments for Transport Planning Unit staff.
* Preparation of technical reports and provide transport data to internal and external clients as appropriate.
* Liaison with internal and external bodies when necessary.
* Preparation of project design briefs to define “client” needs in scheme delivery.
* Responding to general enquiries on transport planning.
* Assisting with transport modelling and economic evaluation for transport proposals.
* Liaising with internal and external bodies as appropriate, in particular to secure the implementation of transport projects.
* Providing professional advice on transportation issues to Members and senior managers of Falkirk Council.
* Assisting with developing and managing the Council's Parking Strategy and Blue Badge scheme
* Liaising with internal and external bodies including other Council services, other Councils, ATCO, SCOTS, Scottish Government, Transport Scotland, Community Councils, Scottish Enterprise, Police Scotland, consultants, Scottish Canals, Network Rail, ScotRail, Sustrans, bus and train operators, contractors, Forth Valley NHS and Forth Environment Link.
* Ensuring that the Service’s responsibilities in relation to Health and Safety are achieved by implementing, promoting and monitoring safe working practices and ensuring compliance with safety regulations and the Corporate and Service Health and Safety Policy.
* Assisting in assessing, providing feedback and monitoring implementation of travel plans (internal and external).
The post sits within the context of the Council progressing a major transformation program towards the ‘Council of the Future’, with investment in transport, economic development and infrastructure related projects intended to be a catalyst for the area’s transition to a greener, more inclusive and prosperous future. Working with the Transport Planning Co-ordinator, this Officer post will have a role in delivering the transport elements of this program.
You should be educated to degree standard in an appropriate discipline and have Chartered status (or be working towards) e.g. CMILT, CTPP or equivalent with relevant experience of working in a transport related environment. It is essential that you are self-motivated and able to operate within a team dynamic. You should have IT skills and experience and sound written and verbal communication skills. A proven ability to manage competing demands and to negotiate effectively will also be expected.
You should have the required skills, knowledge and experience that will make a positive contribution to the delivery of the Council’s Transport Planning function.
