Overview
UHCW NHS Trust seeks an experienced leader for the Head of Medical Equipment and Bioengineering Services (MEBS). The post leads a large team of clinical engineers and technologists providing medical equipment services to the Trust and contracted partners. The post holder is the Trust lead for medical devices, oversees all aspects of medical equipment management and plays a key role in equipment procurement.
This Job Role attracts a 'Golden Hello' lump sum payment of £5,000.00 on commencement of role.
Responsibilities
* Manage and oversee the operational activities of the Clinical Engineers, Clinical Technologists and support staff within the agreed strategic objectives of the Department of Clinical Physics and Bioengineering.
* Define the job roles, recruitment, appraisal, career development, training, absence, grievance and discipline for all departmental staff.
* Manage non-staff budget (in excess of £200,000) and Equipment Management Service staff budget (in excess of £1M); oversee supplies and equipment procurement.
* Oversee the Trusts obligations under the PFI contract for procurement and maintenance of medical equipment owned by Project Co (total value approximately £35M).
* Develop and oversee clinical scientist/engineer and clinical technologist training; opportunity to undertake teaching and research and development.
* Ensure that Medical Equipment is maintained to agreed standards and specifications as outlined in the ISO 13485:2016 Quality System; maintain MEBS Quality System.
* Authorise commissioning, calibration and continuing quality control procedures for medical equipment, complying with statutory regulations and Trust policy and national/international guidelines.
* Identify equipment usage, note shortfalls and overprovision and include these in the Trust Capital Equipment program or PFI replacement scheme where appropriate.
* Advise senior managers, medical staff and other staff on specifications and suitability of medical equipment prior to purchase; including life support critical and highly complex equipment where relevant.
* Oversee investigation of incidents or alerts relating to medical devices via Datix, Field Safety Notices, MHRA yellow cards, CAS alerts, etc., providing written reports and actions to ensure safe use of medical devices.
* Maintain and develop key performance indicators (KPIs) for MEBS in line with the Trust vision and strategy.
* Determine strategic objectives and professional policies for MEBS within the overall Department of Clinical Physics and Bioengineering; create and review equipment and service-related Trust policies and departmental procedures.
* Ensure equipment management procedures comply with statutory regulations and Trust policies, and conform to MHRA recommendations; liaise with lease equipment providers and PFI partners as needed.
* Collaborate with the Director of Clinical Physics & Bioengineering and, with Group Managers, Operations Directors and Senior Trust Staff, to meet capital plans and procurement strategies.
* Oversee the Medical Devices Safety Team's performance and development.
Qualifications
* Registered clinical engineers with significant experience; demonstrated ability to manage a large team providing a comprehensive equipment service.
* Teaching experience and active interest in research are desirable.
