Estates Officer - Electrical & Controls

We are pleased to offer an exciting opportunity for a motivated, conscientious, and dedicated Estates Officer (Electrical & Controls) to join our team of specialist engineering managers supporting multiple hospital sites.
You will ensure that all electrical and controls maintenance, installation and contract works are planned, reviewed and delivered safely and to high professional standards. Acting as an Authorised Person (AP) in line with Health Technical Memorandum (HTM) guidance, you will play a vital role in maintaining compliant, resilient and safe healthcare environments.
You will provide strong technical leadership within the Estates service, offering direction, mentoring and support to engineering colleagues and contractors. This includes setting standards, overseeing specialist works, contributing to risk management and service planning, and working closely with non‑technical stakeholders to translate complex technical requirements into clear, practical solutions.

Participation in the on‑call rota and occasional overtime is required, with appropriate remuneration provided.
Main duties of the job
* The role requires a high level of specialist knowledge in electrical engineering, supported by strong theoretical understanding and substantial practical experience.
* You must be qualified to degree level (or equivalent) in a relevant engineering discipline, with additional specialist training and/or experience equivalent to masters level.
* The role requires the confident application of professional judgement, initiative and analytical problem‑solving skills when managing complex and high‑risk technical situations.
* You are expected to resolve issues effectively, minimise service disruption and ensure full compliance with statutory, mandatory and best‑practice requirements.
* Excellent communication and leadership skills are essential, with the ability to coordinate resources, guide technical teams and contractors, and influence operational decision‑making through clear, credible, and well‑reasoned advice.
Job responsibilities
* Act as an Authorised Person (AP) as defined within Health Technical Memorandum (HTM) 00 for multiple engineering services.
* Ensure that appropriate engineering services are maintained to current statutory, mandatory and best‑practice requirements.
* Manage external contractors and directly employed labour efficiently.
* Participate in the current CFS shift pattern/system, current on‑call rota and undertake overtime when the service needs dictate.
Person specification – Skills and Knowledge
* Ability to work to tight deadlines and targets using own initiative and manage more than one project simultaneously while balancing conflicting demands.
* Effective staff management and leadership skills with the ability to motivate, encourage and lead a team from diverse professional disciplines.
* Good communication skills with the ability to use appropriate techniques to a range of differing audiences.
* Flexible in and out of working hours to meet the service needs.
* Able to participate in out of hours on call arrangement as per the agreed rota.
Qualifications
* Educated to degree level qualification or equivalent in a relevant field,
* OR working towards degree level qualification or equivalent in a relevant field supplemented with relevant experience,
* OR able to demonstrate equivalent experience, knowledge and training,
* Specialist knowledge to masters level of electrical systems acquired through specialist courses and CPD
* Basic numeracy & literacy skills to level 1 or equivalent
* Membership of a professional body
* Registered with the Engineering Council UK
* Management qualification/training
Experience
* Significant post‑apprenticeship/graduation electrical experience
* Significant electrical experience of systems typically found within a large acute NHS Trust
* Experience of undertaking an engineering management role within a large acute hospital or similar industry.
* Experience of undertaking a similar role within an NHS environment
Physical requirements
* Undertake moderate moving and handling activities requiring physical dexterity, hand and eye coordination.
* Perform testing and asset condition surveys using a range of technical and non‑technical devices and instruments.
* Be able to sit at workstations for prolonged periods and adapt to undertake site surveys or respond to emergency situations.
* May be required to travel, work and manage at all of CFS managed sites.
