The role

Overview

This is an administrative managerial role within an establishment. The role supports the People Hub and manages staff through training, detail, and all human resource processes.

Summary

The holder will manage administrative processes, provide line-management oversight, and support staff as a non-operational position.

Responsibilities

  • Manage transactional activities for the People Hub and associated administrative staff, ensuring paperwork is complete, checked, systems updated, and ready for onward transmission.
  • Oversee staff availability for escorts and staff reward and recognition.
  • Contribute to the development of local policy, procedures and practice, ensuring consistent application.
  • Manage the devolved budget in accordance with financial procedures outlined in the budget delegation.
  • Achieve Service Delivery Indicators (SDIs) and standards within the work area, verifying and signing off documentation as appropriate.
  • Attend relevant unit meetings and provide feedback on good practice examples to promote better and more efficient ways of working.
  • Analyse and act on data collected by the Hub, producing reports to show findings.
  • Ensure data entered into local and national systems is accurate and meets agreed timescales.
  • Monitor performance of the Hub.
  • Draft all external and internal communications on behalf of the Hub.
  • Provide the Head of Function with management information relating to the relevant area.
  • Manage all staff within the area, including performance, development, annual appraisal, and sickness absence management.
  • Act as the first point of contact for relevant external stakeholders.
  • Act as requisitioner or approver depending on local policy.

Essential Experience

Able user of MS Word and MS Excel; proficient in information collation and analysis.

Hybrid Working Arrangements

The role offers hybrid working where business need allows, combining base location, other MoJ sites, and/or from home. The position is available within the UK only.

Working Hours

Standard full‑time working hours are 37 hours per week excluding unpaid breaks. Part‑time, flexible, and job‑sharing arrangements are considered where they meet the role and business needs.

Bank, Public and Privilege Holidays

Employees are entitled to nine days (66 hours, 36 minutes) of bank, public, and privilege holidays added to their annual leave allowance. Some public and bank holidays may require work depending on shift pattern and operational needs.

Pension

The Civil Service offers choice of two pension schemes, allowing employees to select the scheme that best suits them.

Work‑Life Balance

Alternative working arrangements are encouraged where managers and establishments can accommodate requests, subject to completion of a satisfactory probationary period and NVQ.

Season Ticket Advance

After two months of service, employees may apply for a season ticket advance to purchase a quarterly or longer‑term season ticket for travel between home and work.

Training and Development

HMPPS provides a range of training opportunities, including Equality and Diversity, Dealing with Challenging Behaviour, Suicide Prevention, Anti‑Bullying programmes, and promotion programmes. All staff receive security, diversity training, and an individual induction programme.

  • Individuals with limited leave to remain or indefinite leave to remain eligible to apply for EUSS on or before 31 December 2020
  • Turkish nationals and certain family members of Turkish nationals who have accrued the right to work in the Civil Service
