We are recruiting for a Medical Advisor to work within the Troubles Permanent Disablement Payment Scheme (TPDPS) contract led by Capita.
Overview
The TPDPS is administered by the Department of Justice and provides financial assistance to individuals who have suffered permanent physical or psychological injury as a result of a Troubles‑Related Incident (TRI). The Medical Advisor will support the clinical advisory function, audit clinical assessments, provide feedback to assessors, participate in multidisciplinary meetings, and, when required, conduct clinical assessments for applicants.
Responsibilities
* Maintain a comprehensive understanding of the TPDPS Assessment Guide and Clinical Governance guidance notes.
* Review applicant evidence (face‑to‑face or virtually) to determine the permanence of a condition and the percentage of disablement.
* Quality‑check submitted reports against audit criteria established by Clinical Governance and the Victims’ Payment Board.
* Provide constructive, impartial advice to assessors, auditors, and clinical support teams.
* Ensure quality and productivity targets are met in accordance with contractual Service Level Agreements.
* Maintain evidence of Continuous Professional Development (CPD), Online Mandatory Training (OMT), and professional registration.
* Develop clinical knowledge of health condition impacts relevant to the TPDPS.
Qualifications
* Minimum of 2 years post‑registration experience as a medical doctor.
* Fully registered with the GMC without sanction or conditions of practice.
* Background in Mental Health or Psychiatric specialty.
* Ability to work at pace, manage conversations and timelines.
* Skill in report writing and proficient use of laptop IT systems.
* Experience in clinical effectiveness, quality assurance, audit methodology, and impartial review.
* Strong analytical skills and familiarity with MS Office (Excel, Word, PowerPoint).
* Desirable: Understanding of physiological, pathological, social, and cultural issues underpinning the TPDPS.
* Desirable: Experience acting as coach or subject‑matter expert.
* Desirable: Ability to write concise notes for all stakeholders.
* Desirable: IT skills for bespoke systems used within the scheme.
* Desirable: Experience with the Industrial Injuries Disablement Benefit (IIDB), Armed Forces Compensation Scheme (AFCS), or War Pension scheme.
Working Hours
Contracted hours: 37.5 per week (full time). A minimum of 30 hours per week is acceptable. Full‑time training is required for the first six weeks. Working patterns can be between 8:00 am and 8:00 pm, Monday to Friday, with an hour unpaid lunch break.
