Role Purpose
To ensure full statutory compliance with all gas servicing, heating, and mechanical safety obligations, delivering safe, reliable systems across the council’s housing stock. The postholder will oversee annual LGSR programmes, mechanical plant maintenance, contractor monitoring, and resident safety communication.
Key Responsibilities
* Deliver the annual Gas Safety (Installation and Use) Regulations 1998 compliance programme, ensuring 100% LGSR completion.
* Manage contracts for domestic and commercial gas systems, district heating, ventilation systems, and mechanical plant.
* Monitor and audit engineer performance, workmanship, and regulatory compliance.
* Review CP12s, commissioning certificates, and mechanical servicing documentation.
* Manage urgent and high‑risk non‑compliances, ensuring timely rectification.
* Develop and maintain asset records, gas system registers, and service histories.
* Support carbon‑reduction heating projects (e.g., heat pumps, communal systems).
* Act as technical adviser for gas, heating, and mechanical safety queries.
* Oversee quality assurance inspections and post‑inspection audits.
Knowledge & Skills
* In‑depth understanding of gas servicing, heating systems, plant rooms, and mechanical safety standards.
* Experience managing contractors in a social housing or local authority setting.
* Ability to analyse and challenge technical reports.
Qualifications
* Domestic or Commercial Gas ACS qualifications (preferred).
* IGEM or Chartered Institute of Plumbing & Heating Engineering membership desirable.
* NEBOSH or IOSH Managing Safely advantageous
