Description Job Description Are you looking for an opportunity to excel in a multidisciplinary role, spanning Sponsorship, Policy and Project Management? The role of NHS Finance Delivery Unit Policy and NHS National Services Scotland (NSS) Sponsorship Manager is an exciting and varied position within the Directorate for Health and Social Care Finance. The overall health budget is over £19.5 billion and over 40% of the total Scottish Government budget. This post holder will have a key role in the Sponsorship of NSS as well as management of NHSScotland wide policies, including engagement with the National Counter Fraud Services, Responsible Commissioner, NHS Cost Recovery and the administration of the Clinical Negligence and Other Risks Indemnity Scheme. This requires close engagement with internal stakeholders as well as NHS Board colleagues, excellent written and verbal communication skills to deliver quality briefings and correspondence, and will require a highly-motivated individual who can manage competing priorities and to help drive improvements in an evolving environment. Experience in public body sponsorship is desired but not required as training will be provided to the successful applicant. Responsibilities Management of division’s policy responsibilities including the Clinical Negligence and Other Risks Indemnity Scheme (CNORIS), NHS Cost Recovery, and Responsible Commissioner by: Leading key engagement across teams within Scottish Government and external stakeholders, particularly NHS Boards colleagues. Preparing SSIs, policy instructions and providing policy advice. Producing accurate and succinct updates to support policy decision making. Tracking delivery against key priorities. Managing the Sponsorship of NHS National Services Scotland by: Leading and supporting feedback and sign-off of NSS’ operational planning, quarterly review and annual review process. Reviewing commissions of work from policy teams to NSS to support the National Planning and Delivery Board. Maintaining an understanding of the functions, legislative framework, strategic objectives, services and intricacies of NSS activity in order to provide effective advice and briefing to senior officials Building relationships across policy teams and the NHS community to promote effective collaboration. Ensuring appropriate governance and accountability arrangements are implemented to undertake the Boards’ regulatory functions. Providing wider support through: Driving the automation of processes and supporting the efficient working practised to maximise impact of the team and streamlining engagement with various stakeholders. Management of Division correspondence, ensuring timely and accurate responses to MiCases, FOIs, PQs, and FMQs within required timescales, and in line with agreed quality assurance processes. Review and preparation of briefings and advice to Senior Officials. Qualifications About Us You will be working in the NHSScotland Finance Branch, supporting a number of the senior members of the team to manage delivery and clear information sharing. This is a fast-paced role involving strategic planning, performance, financial and relationship management to meet needs of Scottish Government and NHS Boards. Location This post can be based in Glasgow/Edinburgh, however we follow a hybrid working approach aligned with SG policy.
