Job Description
Program Leadership & Technical Oversight
1. Provide expert engineering consultation and recommendations to state and corporate leadership regarding dam infrastructure and capital planning.
2. Lead the strategic direction and continuous improvement of the Dam Safety Program, including:Engineering evaluationsEmergency Action Plans (EAPs)O&M plansSOP development and trainingEmergency response coordination
Engineering & Regulatory Compliance
3. Oversee engineering feasibility studies (technical, environmental, economic) for dam-related projects.
4. Prepare and/or support the development of contracts and technical specifications for dam safety engineering and construction services.
5. Ensure compliance with federal, state, and local regulatory requirements.
6. Serve as the company's representative before regulatory authorities; provide professional testimony when necessary.
7. Communicate potential risks and safety concerns to senior leadership in a timely and effective manner.
Team & Stakeholder Collaboration
8. Mentor engineering staff and support development of technical expertise across the team.
9. Build and maintain strong relationships with state regulators, local officials, and industry partners.
10. Coordinate field activities across multiple sites, working closely with contractors, consultants, and operations staff.

The Successful Applicant
Education & Licensing
11. Bachelor's degree in Civil Engineering required.
12. Professional Engineer ( license in Pennsylvania, or ability to obtain within 12 months.
13. Valid Pennsylvania driver's license.
Experience
14. 5-10+ years of experience as a Project Engineer.
15. Strong background in dam safety, water retention structures, or related water resource engineering.
Knowledge, Skills & Abilities
16. Expertise in planning, design, and operations of water retention and dam facilities.
17. Strong understanding of contract administration and construction technology.
18. Knowledge of applicable state and federal dam safety regulations.
19. Exceptional analytical, technical, and problem‑solving skills.
20. Excellent verbal and written communication, including report writing and presenting.
21. Proven ability to build collaborative relationships with internal teams and external stakeholders.
22. Strong project and program management skills, with the ability to execute with urgency and precision.
23. Financial analysis capabilities, including budgeting and business modeling.
