Job Summary
Finance Business Partner – Financial Sustainability & Transformation. The post holder will be a key senior finance lead within the University Hospitals Tees Managing Director portfolio, responsible for supporting the long-term financial sustainability of the Trust and the development and delivery of major transformation programmes, alongside PFI (including Strategic Outline Case) and commercial workstreams.
Responsibilities
* Provide comprehensive financial leadership to support the financial sustainability agenda across UHT, including medium and long‑term financial planning, recovery planning and delivery of agreed financial trajectories.
* Lead financial leadership for transformation programmes and service reconfiguration projects, ensuring robust financial appraisal, affordability, phasing of benefits and ongoing delivery assurance.
* Work autonomously under the direction of the Director of Assurance & Deputy Managing Director, providing expert advice that supports strategic decision‑making and organisational change.
* Embed financial sustainability considerations within PFI, commercial, contract management and transformation decisions.
* Challenge UHT senior leaders to identify, develop and deliver productivity, efficiency and value‑for‑money opportunities.
* Maintain strong financial governance, control and assurance arrangements across all assigned sustainability and transformation workstreams.
* Oversee business‑as‑usual contract management arrangements, including service provision by PFIco, operation of the contractual payment mechanism and financial model.
* Manage the pricing, agreement and financial monitoring of works and service variations under the PFI contract as they arise.
* Support preparation for the efficient handback of JCUH from the private sector PFI partner and sub‑contractors to the Trust at the end of the PFI contract period in 2033.
* Advise on relevant strategic and operational decision‑making through evidence gathering and analysis, driving better service provision and performance management of the private sector partner.
* Provide commercial financial input into significant contracts/projects as allocated and robust financial data for performance management, business case development and other proposals.
Qualifications
* Qualified accountant with relevant finance experience. CCAB qualified accountant with experience in a complex finance department at a managerial level or NHS financial experience at Senior Manager level.
* Evidence of continuing personal and professional development.
Experience
* Experience managing the finances for a highly complex service within the NHS or comparable, understanding cost drivers and the impact of fluctuating demand on services (e.g. Emergency activity).
* Experience of system implementation and change management.
* Evidence of leadership, direction and supervision skills and ability to motivate and manage staff.
* Experience dealing with highly complex and/or sensitive information and unpredictable situations.
Skills & Knowledge
* Comprehensive knowledge of national, regional and local financial reporting processes and systems (both manual and computerised).
* Strong team‑player able to contribute effectively to shared objectives.
* Ability to work independently, interpreting financial guidance, accounting policies and standards.
* Detailed knowledge of NHS financial regimes, reporting requirements and accounting policies; knowledge of HR policies and procedures relating to employee management.
