Product Developer Payroll | 10446 | Permanent Contract | 37 hours per week | £43,822 to £48,227 per annum (Scale K) | County Hall / Hybrid
We are looking for an experienced UK based Payroll Functional Product Developer to join Norfolk County Council, focusing on the maintenance of and development of the Oracle Payroll system.
Working with the direction of the Payroll Product Owner, within the current development team and 3rd party support developers, you will work from a stakeholder approved payroll backlog to design, develop, test and implement new features, ensuring that user needs are met, and the impacts of changes are appropriately assessed.
Norfolk County Council has a broad self-service implementation following the "adopt not adapt" principle supporting up to 24K employees with multiple legal entities and payrolls that also encompasses Oracle ERP and EPM cloud applications. We have a support arrangement with a 3rd party company for items that we need to escalate or seek second opinions on.
To be considered for the role, you’ll need a proven track record of experience in a HCM/Payroll developer role, ideally in a large and complex organisation. You’ll need:
1. Experience of developing within Oracle Fusion, specifically within HCM/Payroll, ideally with experience or exposure in fast formulas.
2. Knowledge of payroll legislation.
3. Excellent communication skills, both written and verbal.
4. Strong problem-solving skills and the ability to develop solutions that make best use of the technology and resources available.
5. The ability to provide innovative, creative and practical solutions, whilst delivering value.
6. Coach and support other members of the development team.
7. Basic SQL experience used to query payroll and employee data to support issue investigation and resolution.
8. Basic experience of OTBI and HDL loaders
9. Knowledge of either Redwood (HCM or Payroll), Oracle Time and Labour or Oracle Absence module would be an advantage but not essential.
