Project Manager - Compulsory Purchase Order/Land Acquisition
* Location: Rotherham
* Job Type: Fixed-term contract, Temporary
* Salary: £519.67 per day
We are seeking an experienced Project Manager to oversee the Compulsory Purchase Order (CPO) and land acquisition processes for key urban regeneration and infrastructure projects. This role is critical in managing politically sensitive projects, coordinating multidisciplinary teams, and ensuring successful delivery within a local authority context.
Day-to-day of the role:
* Coordinate the day-to-day delivery of individual projects, maintaining programme plans, milestones, risks, issues, and dependencies.
* Manage inputs as required by the Council and Programme Director.
* Support the preparation of all project documentation and liaise across Council teams.
* Interface with partners, consultants, and technical specialists, ensuring consistent communication and information flow.
* Coordinate contract management activities and monitor supplier performance.
* Assist with cost reviews, budget monitoring, and financial risk management.
* Prepare progress updates, reports, and dashboards, maintaining risk registers and ensuring compliance with governance processes.
* Support assurance, CDM requirements, and statutory compliance, facilitating effective teamwork across all consultants and internal teams.
Required Skills & Qualifications:
* Extensive, recent experience delivering CPO-led regeneration or infrastructure schemes, ideally within a local authority or public sector context.
* Proven success in leading end-to-end CPO processes, including resolution to make a CPO, preparation of Statement of Reasons, and managing submission, inquiry, and confirmation stages.
* Demonstrable experience of land assembly for complex urban regeneration or infrastructure sites, involving multiple ownerships and occupiers.
* Strong track record of managing high-profile, politically sensitive projects with senior stakeholder visibility.
* Experience working at pace in an interim or programme-critical delivery role, mobilising quickly and driving progress.
* Experience coordinating multidisciplinary teams including legal advisors, surveyors, planners, and communications leads.
* Direct experience of stakeholder negotiation, including with landowners, businesses, and developers.
