Job Description: Procurement & Supply Chain Systems and Data Manager

Location: Hybrid / Multi-site
Grade: Band 7 equivalent
Hours: 37.5
Contract: Permanent


Job Summary

The Procurement & Supply Chain Systems and Data Manager leads the development, maintenance, and optimisation of digital tools, systems, and data used across the Procurement and Supply Chain function. The role ensures high-quality information, reporting, and analytics to support operational efficiency, savings delivery, and informed decision-making.

The post holder will manage a small systems and data team, drive digital improvements, and develop reporting dashboards and analytics to meet internal and external requirements.

Key Responsibilities

Systems & Data Management

1. Lead the management and development of procurement and supply chain systems, data flows, and reporting tools.

2. Design, maintain, and enhance dashboards, self-service reports, and analytics to support operational and strategic decision-making.

3. Ensure data quality, integrity, and accessibility across systems and reporting outputs.

4. Oversee system interfaces, upgrades, and infrastructure touchpoints.

5. Act as system superuser and subject-matter lead for key procurement and inventory platforms.

6. Troubleshoot complex data issues and ensure timely resolution.

Digital Development & Continuous Improvement

7. Drive digital capability improvements across the procurement and supply chain team.

8. Identify opportunities to streamline processes and leverage new technologies.

9. Support the development of data warehouses and modern BI solutions.

10. Provide specialist input to digital and process improvement projects.

Leadership & Stakeholder Engagement

11. Line manage the systems and data team, including workload planning, performance, and development.

12. Collaborate with operational, clinical, administrative, and external stakeholders to understand information needs.

13. Present complex data and insights to senior stakeholders in an accessible and meaningful way.

14. Provide training and support on systems, data interpretation, and reporting tools.

Reporting & Analytics

15. Produce routine and ad hoc reports, KPIs, and performance dashboards.

16. Analyse and interpret complex datasets to support business partners and category teams.

17. Support benefits tracking, risk analysis, and performance monitoring.

Governance & Compliance

18. Support data governance, information security, and audit requirements.

19. Ensure reporting and systems comply with relevant standards, legislation, and organisational policies.

20. Contribute to change management activity, communicating impacts and benefits effectively.

Person Specification

Essential

21. Degree-level qualification in an IT, data, or digital discipline or equivalent experience in a senior technical role.

22. Strong experience managing procurement, supply chain, or operational systems in a complex environment.

23. Skilled in SQL, Power BI, and Microsoft Office tools.

24. Experience leading teams, allocating work, and developing staff.

25. Ability to analyse complex datasets and present insights clearly to varied audiences.

26. Strong communication, problem-solving, and stakeholder engagement skills.

27. Experience delivering digital improvements and supporting system modernisation.

28. Ability to manage sensitive and highly complex information.

29. Strong understanding of data governance, risk, and audit principles.

Desirable

30. Management or leadership qualification.

31. Experience with inventory management systems, e-procurement tools, or digital supply chain solutions.

32. Experience working within regulated or public-sector environments.

33. Power BI development expertise.

34. Knowledge of large-scale procurement digital programmes and data standards.

Additional Requirements

35. Ability to work across multiple sites.

36. Flexible, proactive approach with the ability to manage competing priorities.

37. Willingness to work occasional extended hours when required.
