Our client is looking for an experienced Senior HR Project Manager

The purpose of this role is to lead the delivery of HR transformation across People Services, ensuring that key corporate projects, workforce changes and modernisation programmes are effectively designed, governed and implemented. The role is responsible for driving forward the development, review and delivery of a portfolio of HR projects that enhance service performance, strengthen organisational capability, and enable the Council to meet its strategic priorities.

Deliver agreed outcomes (cost, quality, efficiency) from key corporate projects which contribute to the achievement of the Council’s priorities in conjunction with other relevant internal and external stakeholders
2.Develop, manage and implement projects in accordance with the corporate project management approach, the requirements of supporting governance structures and, where appropriate, the requirements for all formal key decisions to ensure consistency of approach across the organisation
3.Develop effective working relationships with key stakeholders to deliver sensitive and complex projects that will result in cultural change through Transformation
4.As a Senior Project Manager, be commercially responsible for managing the delivery of benefits against the business case thus contributing to the Council’s overall budget targets
5.Lead teams of business specialists where required and Matrix-Manage non-dedicated staff in order to deliver key projects that align to the Council’s service design principles
6.Monitor project progress and provide accurate information as required to support reporting to the appropriate governance forum
7.Maintain robust project tools/documentation (i.e. project plans, risk/issue/change logs, Dashboards, business cases, benefits realisation plans, post-implementation reviews, project closure reports) in line with the corporate project management approach to facilitate the successful delivery of project outcomes to enable the provision of supporting evidence for inspection, audit and performance management purposes
8.Act as a “critical friend” through the early and timely review of project business cases to facilitate progress through the relevant governance structures
9.Disseminate learning and share experiences to help promote innovative thinking and best practices across the Council
10.Act as an ambassador for change and “our values” in the undertaking of delivery of assigned projects to help drive a new and successful change culture across the Council
11.Effectively communicate relevant project information to other members of the Corporate Project Management Team
12.Have a strong focus on writing reports for senior stakeholders including SLT, the Chief Executive and Committees. Ensure Statutory deadlines are met for report submissions and Council’s responsibility for publishing HR data.
13.Deputise for the Head of Service where applicable.
