Job Description

We have an exciting opportunity to lead the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will play a key role within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to mitigate risks, resolve issues, and ensure value for money, aligning with our business case.
We are looking for a candidate with a strong track record in managing complex financial information, collaborating across teams, and driving value for money and ongoing investment.
Key Tasks include:
* Understanding the financial and economic basis of the programme’s business case and bid submissions.
* Ensuring programme deliverables align with strategic objectives and managing change control processes.
* Supporting the Programme Manager in assuring changes to scope, cost, and quality, working closely with delivery teams.
* Managing stakeholder queries and delivering regular financial and programme reports across EA, Defra, and external suppliers.
* Assisting with investment and funding activities and ensuring adherence to governance and assurance standards.
* Supporting business management through whole life cost allocations.
The Team
The Digital, Innovation and Programmes team oversees the Digital Strategy implementation across E&B, shaping digital services that improve regulation processes.
You will collaborate with a multidisciplinary team, including Defra shared services and third-party suppliers, to develop user-centered online services and digital platforms that are efficient, simple, and fast.
Experience and Skills Required:
* Experience working in a fast-paced, dynamic programme environment.
* Proficiency in Microsoft products such as Excel, SharePoint, PowerBI, etc.
* Experience managing complex financial data.
* Understanding of financial, business planning, and budgeting processes, including charge funding, CDEL, and RDEL.
* Experience with purchase order processes, business case development, and approval routes within EA and Defra.
* Knowledge of governance around spend control and assurance processes.
* Experience in digital programmes is beneficial but not essential.
* Ability to engage stakeholders effectively, drive innovation, and contribute to delivery.
